RASMUSSEN PbANNING, INC..

February9,2005

Mr. Jerry Iserson, Planning Director
City of Pleasanton
P.O. Box 520
Pleasanton, CA 94566-0802

RE: Coordination of the Bernal Property Planning Processes

Dear Jerry:

Recently, the overall planning requirements for the Bemal Property have expanded
beyond the scope of my current contract with the City, and my role in assisting the City
to keep pace with these changes has correspondingly increased. As a result, the terms of
my contract are rapidly approaching completion. At the rate at which I am now working
on the various Bemal planning activities, my contract billing amount will be reached by
mid-February.

The additional work to which I am referring to includes:
· Continuation of the January 4 Council meeting to February 1 regarding the
Specific Plan alternatives, with the resulting need for a new staffreport (including
studies regarding traffic, noise, turf block materials, and an Arts Center alternative
site location comparison), and my attendance at the February I meeting.
· Preparation of the February 15 Council report regarding the Community Park
Master Plan review process background and alternatives, and attendance at the
upcoming meeting.
· Staffrequests for ideas on how to merge the Specific Plan and Community Park
Master processes.

The purpose of this letter is to propose a coordinated planning process/schedule
(attached) for preparing and reviewing the Draft Phase II Specific Plan, Community Park
Master Plan and the Phase One Baseball Fields Plan. In addition, I have outlined steps
within these three processes where I would be able to assist, if you so desire. I feel that
the proposed process/schedule is a logical follow-up to the merged Specific Plan/Park
Master Plan schedule outlined in the February 15, 2005 Council staff`report, and
consistent with our recent discussions regarding your potential need for my assistance
with this work.

The proposed process/schedule merges the Draft Specific Plan and Park Master Plan
preparation and review more closely than before, as suggested by Council Member
Brozoskv atlh~ ~e~b~r~L~ Council meeting. The proposed process is more efficient

ciTY OF
pLANNING DEP"f.
