The proposed plan, as conditioned, will comply substantially with the purpose of the PUD District by allowing for a two- lot, small-scale development on a site which otherwise could not be subdivided. By creating two residential lots, the project creates opportunities for affordable ownership housing near Downtown. WHEREAS, projects of this nature are categorically exempt from the requirements of the California Environmental Quality Act (CEQA), therefore, no environmental document was prepared for this project; and WHEREAS, the planning commission determined that the proposed project, as conditioned, is appropriate for the site. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON RESOLVES THE FOLLOWING: section 1. Recommends approval of Case PUD-95-03, the application of Parvis Ghorbani for planned unit development rezoning to PUD-HDR (PUD-High Density Residential) and development plan approval to create two separate lots from an existing 10,474 square foot lot with two single-family homes located at 194 and 196 Kottinger Drive, subject to the conditions shown on Exhibit liB" attached hereto and made part of this case by reference. section 2.
