The proposed plan, as <br />conditioned, will comply substantially with the <br />purpose of the PUD District by allowing for a two- <br />lot, small-scale development on a site which <br />otherwise could not be subdivided. By creating two <br />residential lots, the project creates opportunities <br />for affordable ownership housing near Downtown. <br /> <br />WHEREAS, projects of this nature are categorically exempt from the <br />requirements of the California Environmental Quality Act <br />(CEQA), therefore, no environmental document was prepared <br />for this project; and <br /> <br />WHEREAS, the planning commission determined that the proposed <br />project, as conditioned, is appropriate for the site. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br /> <br />section 1. Recommends approval of Case PUD-95-03, the application <br />of Parvis Ghorbani for planned unit development rezoning <br />to PUD-HDR (PUD-High Density Residential) and development <br />plan approval to create two separate lots from an <br />existing 10,474 square foot lot with two single-family <br />homes located at 194 and 196 Kottinger Drive, subject to <br />the conditions shown on Exhibit liB" attached hereto and <br />made part of this case by reference. <br /> <br />section 2.
