Whether the plan is in the best interests of the public health, safety, and general welfare: <br /> <br />The proposed development is in the best interests of the public health, safety, and general <br />welfare because it removes an existing non-conforming commercial use from the <br />neighborhood. In addition, the proposed development would clean-up existing areas of <br />soil contamination which have resulted from the previous commercial use of the property. <br />The project would also introduce a land use which would be compatible with the <br />surrounding neighborhood. The construction of an Emergency Vehicle Access (EVA) <br />road would also increase the safety of the existing and future neighborhood. <br /> <br />Based on the aforementioned, the Planning Commission has determined that this finding <br />can be met. <br /> <br />2. Whether the plan is consistent with the City's General Plan: <br /> <br />The Planning Commission finds that the design of the project contains sufficient public <br />amenities to justify the density over the mid-point of the General Plan medium density <br />residential range. The project has undergone geotechnical peer review, pursuant to the <br />provisions of the General Plan, to ensure that the creek bank is stable and that the <br />development will not be impacted in the future due to seismic shaking. The proposed <br />project is an infill development and has been designed at sufficient density to promote its <br />development pursuant to the provisions of the Housing Element. <br /> <br />Based on the aforementioned, the Planning Commission has determined that this finding <br />can be met. <br /> <br />3. Whether the plan is compatible with previously developed properties in the vicinity and the <br />natural, topographic features of the site: <br /> <br />The architectural design of the proposed homes is compatible with the existing <br />single-family homes in the area. In addition, the proposed streetscape incorporates a <br />landscape planter along the street which is complementary to the landscape planters along <br />the surrounding streets. The size of the proposed homes are comparable with the other <br />existing single-family homes in the area. The design of the lotting plan has taken into <br />account the most prominent trees of the site. In addition, the lotting plan is compatible <br />with the existing topography, and the creek will be retained in its natural condition. <br /> <br />Based on the aforementioned, the Planning Commission has determined that this finding <br />can be met. <br /> <br />Page 1 of 3 <br />
