<br />Commissioner McGuirk inquired if the very low income rental structure means even less <br />flexibility in the density level. Mr. Madden felt there would be some flexibility, although <br />perhaps less than before. <br /> <br />Commissioner Hovingh asked if there was some flexibility in the rental structure to allow <br />more low income apartments by reducing the number of affordable apartments. He does not <br />want to see vacant apartments because there aren't people with the right income <br />qualifications to fill them. Mr. Madden stated there is no flexibility to do this because the <br />affordable (80% of median income) apartments somewhat subsidize the lower rental units. <br />However, he anticipates no problems in filling the apartments at the appropriate income <br />levels. Mr. Madden further commented to Commissioner Barker that the rentals are market <br />driven, so if necessary he could drop the rents. <br /> <br />Larry Plisskin, 275 Rose Avenue, stated he takes care of the leasing and property <br />management of the Division Street project. He reiterated that they are completely full and <br />have 60 people on the waiting list. He read a letter from Emogene Coveney, who is on the <br />wait list, wishing to move to Pleasanton and supported the project's construction. <br /> <br />Michael Goldsworthy, 4133 Mohr Avenue, stated they have met with the neighbors to the <br />east of the project and the revised site plan incorporates these changes. The primary concern <br />was the 10-15 foot setback was not large enough. They increased the setback of seven units <br />to 22 feet and to 27 feet on six other units. They also moved Units 17 and 18 four feet <br />back, flipped the balconies, and reversed the balcony on Units 16 and 14. <br /> <br />Mr. Goldsworthy noted another concern of the Del Valle Court residents was the building <br />mass. The visual study shows that the project as viewed from Del Valle Ct. with the Finn <br />residence and Glanville proposed development illustrated. He stated that from the sidewalk <br />and from the second story of the eastern side of Del Valle Ct., none of the proposed project <br />is visible except between the units and increased landscaping will mitigate that. <br /> <br />The applicants increased the landscape buffer on the western property line, decreased the <br />parking strip, and increased the parking buffer landscaping. <br /> <br />Chairman Lutz asked for Mr. Goldsworthy's opinion of the courtyard size. Mr. <br />Goldsworthy stated he is not uncomfortable with the narrower courtyards because the <br />courtyards are at least three units in length with open railings. <br /> <br />Bill Hayman, 557 Tawny Drive, is in favor of the project. His father-in-law lives at the <br />Division Street project. Mr. Hayman is impressed with the quality and quietness of this <br />project.
