<br />Commissioner McGuirk inquired of staff if the General Plan Review dates have been <br />changed. He would like to be advised of any changes so he can plan accordingly. Staff <br />knows of no changes at this time. <br /> <br />Commissioner Barker inquired if it would be possible to bypass the EIR/EIS by putting the <br />General Plan Update as an initiative on the ballot. Mr. Beougher thought it possible, though <br />not the intent of the Council. He explained that type of vote is tricky without the proper <br />education of the voter of what the exact issues are. <br /> <br />Chairman Lutz commented that in the many cases coming before the Commission where the <br />applicants are seeking permits and variances after the fact, there seems to be a lot of ill-will <br />among the neighbors, placing the Commission in a difficult position. He inquired if these <br />situations could be penalized by increasing the permit fees. Mr. Beougher stated that the <br />Building Department does charge an increased permit fee in such situations. <br /> <br />General discussion ensued regarding signage in the City, including large monument signs, <br />real estate signs, a company on Main Street that has a large glaring yellow neon sign, white <br />Christmas lights in retail windows, etc. Commissioner Barker again raised the issue of the <br />Ruby Hill street direction signs and the AT&T street signs. Staff advised that they would <br />like the signs removed and are developing a sign policy. <br /> <br />8. MATTERS FOR COMMISSION'S REVffiW <br /> <br />8a. Future Plannin2 Calendar <br /> <br />Commissioner Hovingh asked that the planners' names be added to the Future Planning <br />Calendar Report. <br /> <br />The Commissioners agreed to cancel the December 27, 1995, meeting. <br /> <br />8b. Actions of the Citv Council <br />There were none. <br /> <br />8c. Actions of the Zonin2 Administrator <br /> <br />Commissioner Hovingh inquired why there was Zoning Administrator approval for a loft <br />constructed internal to a house. Mr. Iserson advised that the addition of the loft created <br />windows which would be overlooking the neighbor's property. Such instances now need to <br />be reviewed and approved. <br /> <br />9.
