<br />Cliff Caspersen, 201 Del Valle Ct., is in opposition of the proposed project. This project is <br />not good planning for the area. He is concerned that the mature trees will be removed; he is <br />concerned that Tree 904 may be removed. Mr. Caspersen does not feel 77 parking spaces <br />are adequate for 97 units. Regarding recreation activities for senior citizens, he does not see <br />this project as being "senior-friendly;" he suggested amenities such as suffleboard be <br />provided for the seniors. He also noted that the area is not conducive to walking for senior <br />citizens. <br /> <br />Jean Kanter, 4089 Stanley Blvd, is the president of the Homeowners Association for Del <br />Valle Manor. She commented that.this type of housing is needed in Pleasanton. She also <br />commented that since the first neighborhood meeting, the setbacks on the west side have <br />been decreased and the setbacks on the eastern side have been increased. This is a concern <br />as well as how close their units are to the two-story units. Ms. Kanter feels the developer <br />should be able to reduce the project to 77 units and still realize a 15 % on investment. <br /> <br />Eric Finn, 202 Del Valle Ct., noted his appreciation to speak with the Commissioners <br />individually. He realizes senior housing is needed in the City; but he feels senior housing is <br />only acceptable in a neighborhood if it blends in with the character of the neighborhood. <br />Traffic issues, amenities, sidewalks are all decisions for the Planning Commission. Mr. Finn <br />stated the neighbors want to mitigate the project and work with the developer, but not at their <br />personal expense (i.e., property values). He feels the project will negatively affect his <br />property value. Mr. Finn is opposed to the two-story height due to a loss of views and <br />privacy in his backyard. He commented that his children will be playing in the backyard. <br />He also is opposed to the noise that will be generated by the 10 or more air conditioning <br />units located adjacent to his residence. He is also concerned about the lack of visitor parking <br />(only seven spaces), fearing this will cause visitors to park on their street. Mr. Finn showed <br />the Commission pictures of his view, his view with the proposed project as well as pictures <br />of other projects within Pleasanton that have blended high density projects with medium <br />density projects better than the proposed project. In conclusion he would like the <br />Commission to minimally recommend the six units be reduced to one-story (Units 16, 18, <br />26, 28 30, 32) with the revised increased setbacks. He would also like more input in the <br />landscaping decisions. Mr. Finn also feels the fence should have an additional 2 foot lattice <br />panel added. <br /> <br />In response to Commissioner Hovingh, Mr. Finn stated he has spoken with the applicants, <br />and they are respectfully agreeing to disagree. <br /> <br />Karey Finn, 202 Del Valle Ct., addressed some of the terms used in the staff report. "Most <br />livable" to her means reducing the units to one-story behind their residence; otherwise, they <br />will have no view out of any of the rear windows in their home. She feels that since they <br />are the only single-story home on the block, it is not unreasonable to request one-story units <br />behind them. Parking is another issue of major concern to her and the neighbors.
