<br />Commissioner McGuirk clarified with the speaker that he would like to remove the second- <br />story elements of the buildings backing up to his property as well as increasing the rear yard <br />setbacks. In Mr. Glanville's opinion, this would make it similar to having single family <br />homes behind his property. <br /> <br />Commissioner Barker asked Mr. Glanville if breaking the building into three separate <br />buildings would be acceptable. Mr. Glanville stated he would have to see the plans. He <br />feels the simplest solution would be to delete the second story element. <br /> <br />Mr. Glanville stated he was very disappointed in staff and the developer for not talking with <br />him about the project. He learned of the project within one week of it going before the City <br />Council. <br /> <br />Mr. Hovingh inquired of staff, and staff concurred, that if this project were a single family <br />project, the height of the houses could be four feet higher than the height of the current <br />proposed project. <br /> <br />Robert Bielby, 265 Del Valle Ct., is very upset with the project. He is not against senior <br />citizen housing, but he does not want to view a row of apartments across the street. He feels <br />this project is out of place for their neighborhood. The fact that it is a senior citizen <br />apartment complex does not make it any less visible and more palatable to the speaker. He <br />also believes the neighbors' concerns have not been accurately reflected in the staff reports. <br />The neighbors continuously focused on the fact that the second-story units would be viewing <br />into their backyards. Mr. Bielby also feels the staff reports are biased toward this project <br />and developer; furthermore, he does not believe the developer is necessarily looking to fill a <br />need in Pleasanton, he is looking at profits, knowing the City gives concessions for senior <br />affordable housing. <br /> <br />Mr. Bielby does not approve of a density of 97 units in this area. He also does not believe <br />the stated rental is lower than what one can rent a studio apartment for in Pleasanton. He <br />feels his property value is paying for this developer's profits. Mr. Bielby suggested a win- <br />win situation by removing the second story, the courtyard would become wider, the natural <br />lighting would not be affected, and the adjoining property owners would be satisfied. Mr. <br />Bielby also expressed his concern that this project is moving too fast and asked that more <br />time be taken to consider the project before a decision is made. <br /> <br />Rich St. John, 4275 Rosewood Drive, the managing agent for Del Valle Manor, stated they <br />attended the first neighborhood meeting and do not believe they have been given any <br />concessions they didn't have coming to them. The setbacks on the west side are remaining <br />at 10-15 feet. They are concerned with the density, parking, carports, but feels the overall <br />type of project is good.
