<br />Commissioner Wright commented that he was concerned by the applicant's roughing in the <br />needed plumbing and electrical for the granny flat. He also does not agree with staff's <br />analysis of the available parking. He feels there are safety issues involved with the parking <br />in the side yard. Commissioner Wright cannot support the application, citing the applicant <br />did not seek site plan review, fees, charges, and other zoning requirements at the time of the <br />remodel. <br /> <br />Commissioner Barker concurred with Commissioner Wright's comments that the application <br />does not meet Criterion No.7. She does not support this application. <br /> <br />Commissioner Hovingh commented that he can fmd that this application satisfies the seven <br />State criteria. He feels the granny flat concept is to provide affordable housing, and it is a <br />valid state law such as daycare, etc. He can make the findings and will approve the project. <br /> <br />Commissioner Wright commented he would like to strike from Condition 9 the 30 day <br />visiting clause as well as deleting Condition 10. <br /> <br />Commissioner Wright also commented that he cannot make the three conditional use permit <br />findings because of a detriment to the public health. <br /> <br />Chairman Lutz and Commissioner McGuirk feel the application should be conditioned to <br />make it as safe as possible. <br /> <br />General discussion ensued regarding the side entrance, parking, the placement of fencing, <br />and the addition of a second address. <br /> <br />Commissioner Hovingh would like to add a condition stating the nonoperable vehicles be <br />removed from the side yard or stored in the garage. <br /> <br />Commissioner Hovingh motioned, seconded by Commissioner McGuirk, making the <br />three conditional use permit findings as listed in the staff report. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Hovingh, McGuirk, and Chairman Lutz <br />Commissioners Barker and Wright <br />None <br />None <br /> <br />Commissioner McGuirk motioned, seconded by Commissioner Hovingh, approving Case <br />UP-95-51 subject to the conditions listed in Exhibit "B," with the following <br />modifications: <br /> <br />Planning Commission Minutes <br /> <br />Page 5 <br /> <br />November 8, 1995 <br />
