<br />Commissioner Barker does not have a concern about the soundwall. She does have concerns <br />over the guest parking, the size of the garage, and the park issue and hopes the City Council <br />will make a decision soon to resolve this. Commissioner Barker feels betrayed by the lack <br />of a park in the Business Park because the park was the primary mitigating factor for <br />residential development in the Business Park. <br /> <br />Commissioner Wright motioned, seconded by Commissioner Hovingh, finding that the <br />proposed project will not have a significant environmental impact and that the proposed <br />project is covered by the previously approved Negative Declaration. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Hovingh, McGuirk, Wright and Chairman Lutz <br />Commissioner Barker <br />None <br />None <br /> <br />Resolution No. PC-95-89 was entered as motioned. <br /> <br />Commissioner McGuirk is concerned about setting a trend for soundwalls in Hacienda and <br />will not support developments that require soundwalls in Hacienda Business Park. <br />Commissioner Wright feels that the six foot height will cause it to be less massive in <br />appearance. <br /> <br />Mr. Ghielmetti noted that they are also concerned with the soundwalls, but they are <br />anticipating to plant ivy along the wall to screen the walls and hopefully mitigate concerns. <br /> <br />Commissioner Wright motioned, seconded by Chairman Lutz, making the PUD findings <br />for the proposed major modification and adopt a resolution recommending approval of <br />Case PUD-81-30-60D to the City Council, subject to the draft conditions of approval <br />stated in Exhibit B, the amendment dated November 8, 1995, and the following <br />modifications: <br /> <br />Condition 3: The developer shall inform the buyer that the Conditions of <br />Approval are available at the City. <br /> <br />Allow the developer to work with staff on the three foot encroachment into the 33 <br />foot PSE <br /> <br />Condition 12I-ii: <br /> <br />Replace the 2.5 Ibs. per square foot wood fence with a <br />precast fence. <br /> <br />Planning Commission Minutes <br /> <br />Page 18 <br /> <br />November 8, 1995 <br />
