<br />d. Z-95-195, Tom Lutz <br />Application for design review approval to construct an approximately 3,850 square foot, <br />two-story home on an approximately 14,602 square foot lot located at 417 Sycamore <br />Road. Zoning for the property is R-I-IO,OOO. <br /> <br />Chairman Lutz advised that the applicant is no relation to him. <br /> <br />Mr. Iserson presented the staff report for the design review approval for a two-story home <br />(3850 sq ft) to be constructed on a 14,602 square foot lot at 417 Sycamore Road. Staff <br />received many comments and concerns from the neighbors. Therefore, this application was <br />referred to the Planning Commission. <br /> <br />Mr. Iserson described the lot and proposed house. There is a required 17 foot separation <br />between buildings, and the applicant is requesting a 15'6" separation. There is sufficient <br />room to shift the house 1'6" to meet the requirement, and if approved, there is a condition <br />stating the house must be moved to be in conformance with the 17 foot separation. There is <br />concern from the neighbors of the visual impact to both Diamond Court and Sycamore Road. <br />Staff is reluctant to move the house any closer to Sycamore Road. The neighbors feel a two- <br />story house does not fit within the character of the area. Staff feels the house is nicely <br />designed, however, it is not appropriate for this area on Sycamore Rd. Staff does not feel <br />the subdivider has honored his commitment to ensure rural character homes and to work with <br />the neighbors on design issues. <br /> <br />Neighbor concerns include the location of side windows overlooking the neighbors. Staff <br />does feel there are some two-story designs which would fit on the subject site, similar to the <br />other two-story houses on Sycamore Road. <br /> <br />A landscaping design has been provided, and is appropriate for the home, but it is too formal <br />for the Sycamore Rd. area. Based on the above discussions, staff recommends denial of <br />Case Z-95-195. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Greg Munn, 818 Main Street, Suite F, is the designer of the house and is representing the <br />applicant. He confirmed that the applicant will conform to the conditions of approval in <br />Exhibit B. <br /> <br />Commissioner Wright asked if the applicant liked the house floorplan or the general overall <br />exterior look of the house. The applicants like the house because of the floorplan and the <br />outside look of the house. They have addressed the issue of neighbor privacy and have <br />moved and removed windows in the design.
