<br />5. MATTERS CONTINUED FOR DECISION <br />There were none. <br /> <br />6. PUBLIC HEARINGS <br /> <br />a. UP-95-51. Steven R. Slinka <br />Application for a conditional use permit for a secondary unit located at 4074 Suffolk <br />Way. Zoning for the property is R-I-6,5oo District. <br /> <br />Continued to November 8, 1995. <br /> <br />b. up-95-63. Pleasanton Theranv Center (Karen Al!uavo) <br />Application for a conditional use permit to establish a massage therapy center in a <br />building located at 1811 Santa Rita Road. Zoning for the property is PUD (planned <br />Unit Development) - C (Commercial) District. <br /> <br />Mr. Iserson presented the staff report on the application for a conditional use permit to <br />establish a therapeutic massage center located at 1811 Santa Rita Road, Suite 108. This <br />business is currently located at 30 West Neal Street, Suite 100. Since conditional use <br />permits are not transferable, the applicant had to apply for a new conditional use permit. <br /> <br />Mr. Iserson stated the therapy sessions would be for injury rehabilitation and pain and stress <br />relief. There will be three employees, and no more than three clients will be seen at one <br />time. Hours are Monday through Saturday, 8 am to 8 pm. The site is in the Plaza <br />Professional Building, which has a mixture of different office uses. Staff has researched the <br />parking situation and is confident there will be adequate parking available. One phone call in <br />support of the business was received by staff. Because staff feels this business use will not <br />have an impact on the surrounding business and land uses, staff recommends approval of the <br />application subject to the conditions of the staff report. <br /> <br />In response to Commissioner Hovingh, Mr. Iserson clarified that the vacated site on West <br />Neal will continue to carry the original conditional use permit. If a new occupant operates <br />the same type of business, the existing conditional use permit will apply. If the site is vacant <br />after six months or if an interim use has been established, a person desiring to run a massage <br />business will have to apply for a new conditional use permit. <br /> <br />Commissioner Hovingh inquired if the extensive police background check included <br />fingerprinting. Mr. Beougher advised fingerprinting was part of the background check, the <br />therapists must have a license and periodic checks will be made of the site. <br /> <br />Commissioner McGuirk inquired about the parking discrepancy. Mr. Iserson stated that <br />medical/dental offices have a higher, more stringent parking formula than a typical office <br />use.
