<br />conduct business of the Housing Authority itself. He does not see property management <br />responsibilities for future projects being transferred to the Housing Authority. Further, Mr. <br />Bocian noted the five at-large Affordable Housing Commissioners will also act as the <br />Housing Authority Commissioners, but the representatives from the Human Services and <br />Planning Commissions will not be a part of the Housing Authority Commission. <br /> <br />Further general discussion of the concept of the Affordable Housing Commission continued. <br />Commissioner Hovingh personally thought the two commissions should be separate and <br />distinct with separate memberships. Chairman Lutz inquired if there was a detriment to the <br />Planning Commission representative be non-voting. Mr. Bocian saw no detriment, however, <br />he feels that the non-voting member is somewhat "cheated" by the restriction. Commissioner <br />Wright addressed the problem of rotating Planning Commissioners through the Affordable <br />Housing Commission and not having the appropriate background information to make <br />informed decisions for voting. Commissioner Hovingh feels City staff could function just as <br />well as a liaison and would like staff to become more involved. <br /> <br />Commissioner Wright feels the Human Services and Planning representatives should be of an <br />advisory position only. Further, he sees the Affordable Housing Commission set up as the <br />Planning Commission, with five members, one alternate, and staff advisors. Commissioner <br />McGuirk concurred. <br /> <br />The Commission totally supported the concept of the Affordable Housing Commission. They <br />suggested that Section 2.38.030-B be deleted. Any liaison members should be non-voting <br />members. <br /> <br />8f. Consider initiatin2 a rezonin2 of the Interstate Nuclear Services (INS) site located <br />at 65 Rav Street <br /> <br />Mr. Iserson presented the staff report regarding the potential initiation of rezoning the <br />property at 65 Ray Street. Since the decommissioning activities are coming to an end, staff <br />felt it was appropriate to rezone this property so that another use cannot come in that would <br />be a nuisance to the surrounding residential neighborhood. The Commission may want to <br />direct staff to investigate another zoning designation which would not be negative to the <br />nearby residences. Commissioner Hovingh felt the designation PUD-C-S/O would be <br />appropriate. In response to Commissioner McGuirk, Mr. Iserson stated a PUD zoning <br />designation would have the most flexibility. <br /> <br />Commissioner Hovingh moved, seconded by Commissioner Wright, initiating a rezoning <br />of the 65 Ray Street property to PUD-S-C/O. <br /> <br />Planning Commission Minutes <br /> <br />Page 19 <br /> <br />October 25, 1995 <br />
