<br />setting the parameters for an Affordable Housing Commission. It is now ready to be <br />presented to the City Council, but staff would like input and support from the Planning and <br />Human Services Commissions. <br /> <br />The reason for the Affordable Housing Commission is to have a permanent body that will <br />take input and review matters relative to affordable housing that affects the entire <br />community. The impact on the Planning Commission is that the current Planning <br />Commission representative to the Human Services Commission would be transferred to the <br />Affordable Housing Commission. Staff feels it would be very beneficial to the Affordable <br />Housing Commission to have a Planning Commissioner as a member. Projects such as the <br />Red Bear project approved tonight would be reviewed by the Affordable Housing <br />Commission relative to fee waivers and affordability aspects. Design review would not be <br />the purview of this Commission except for such projects as the Assisted Living Facility <br />project or the Case Avenue apartment project. In these cases, the Planning Commissioner <br />would be very beneficial. <br /> <br />In response to Commissioner Wright, Mr. Bocian advised that the Affordable Housing <br />Commission review and recommendations relative to affordability aspects would be part of <br />the Planning Commission's background packet. <br /> <br />Commissioner Barker feels that the seat being taken by a Commissioner would be better <br />utilized by a citizen at-large who would like to volunteer in the community. Mr. Bocian <br />feels this is a valid point to consider, but because of the review of the Block Grant program, <br />it made sense to have the various Commissions involved on the Affordable Housing <br />Commission. <br /> <br />Commissioner Wright concurred with Commissioner Barker to have a seven member <br />commission, but he also agrees with staff to have the input from the Planning Commission. <br />Commissioner Wright suggested that the Commission be a five member board with one <br />alternative plus the two non-voting liaisons from the Human Services and Planning <br />Commissions. If they wanted to be voting members, then the Commission should be <br />increased in number to seven. <br /> <br />Commissioner Hovingh suggested that the words "at-large" be inserted to describe the <br />Commission membership throughout the ordinance. He also commented that he believes the <br />Affordable Housing Commission mission is to attempt to obtain new affordable housing in <br />the community. Once that goal is attained, the Commission would revert back to the <br />Housing Authority Commission. Commissioner Hovingh also would encourage that the five <br />at-large members of the Housing Authority be different individuals from the five at-large <br />members of the Affordable Housing Commission. <br /> <br />Mr. Bocian clarified some point of the previous general discussion.
