<br />6. PUBLIC HEARINGS <br /> <br />a. UP-95-51. Steven R. Slinka <br />Application for a conditional use permit for a secondary unit <br />located at 4074 Suffolk Way. Zoning for the property is R-I-6,5oo District. <br /> <br />Continued to October 25, 1995. <br /> <br />b. UP-95-52. Judv Morris <br />Application for a conditional use permit to establish a non-exempt home occupation for <br />a stress relief business located at 1174 Blanc Court. Zoning for the property is R-l- <br />6,500 District. <br /> <br />Mr. Iserson presented the staff report for a non-exempt home occupation permit to conduct <br />individual meditation and stress relief classes at the applicant's home at 1174 Blanc Court. <br />The applicant proposes to operate her business Tuesday through Thursday from 10:00 am to <br />5:00 pm, with only one client per session. There will be a maximum of three one and one- <br />half hour sessions per day. One bedroom in the applicant's home has been converted into an <br />office. The driveway will be utilized for client parking, and there will be a fifteen-minute <br />break between sessions. Therefore, staff feels the traffic impact to the neighborhood will be <br />very minor. Soft music will be utilized for the meditation sessions. <br /> <br />One letter was received by staff from a neighbor who asked that the applicant's business not <br />be allowed to grow any larger. The neighbor was concerned that there would be two home- <br />based businesses on the street (at the present, there is a daycare home operating on the <br />street) . <br /> <br />In light of the above, staff is able to make the use permit findings and recommends approval <br />of Case UP-95-52, subject to the conditions of the staff report. <br /> <br />Commissioner McGuirk inquired if the applicant's letter is part of the permanent record <br />because the applicant's letter states more specifically what type of business and services will <br />be provided by this non-exempt home business. Mr. Iserson agreed that the staff report was <br />not very specific, however, the conditions of approval reference the applicant's statement of <br />operations which contains the specifics of how the business is to be conducted. <br /> <br />Commissioner McGuirk also noted the Commission has been approving several home-based <br />businesses recently, and noted that in this particular case there is another home-based <br />business on the court. Mr. Iserson noted that staff visited the applicant's home and <br />monitored the parking and traffic situation. He advised that the traffic would be so minimal, <br />that all clients would be required to park in the driveway, that the use should be allowable <br />even with a daycare across the street. <br /> <br />Planning Commission Minutes <br /> <br />Page 2 <br /> <br />October 11, 1995 <br /> <br />. <br />
