<br />Chairman Lutz stated he had met with Mr. Stringer, and Commissioner Hovingh met with <br />Messrs. Stringer and Bates and received voice messages in support from several citizens. <br />Commissioner Wright also met with the applicant and Commissioner Barker noted she had <br />phone cal1s. <br /> <br />Fred Bates, 9781 Blue Larkspur Lane, Monterey, represented this application and thanked <br />staff for expediting this issue. He also noted that staff's presentation was very accurate and <br />he had no corrections. <br /> <br />Referring to the Items for Discussion, Mr. Bates feels that since the General Plan Update has <br />not been adopted, they should not be held to the General Plan Steering Committee's <br />recommendations. <br /> <br />Regarding the elimination of a lot along Calle Ricardo and increasing the lots to a minimum <br />of 6,700 sq. ft., Mr. Bates advised staff initially wanted them to keep the minimum lot sizes <br />at 6,500 sq. ft. After much discussion, staff wanted the average lot size to be adjusted in <br />accordance to the adjacent neighborhoods. After negotiations and staff meetings, the existing <br />plan has dropped two lots, made a land swap with Hansen Park, had a net loss of 760 sq. ft., <br />contributed work to the park without reduction in park fees and increased the average lot size <br />to 7,802 sq. ft. Mr. Bates feels staff is now asking for an increase in the minimum lot size <br />to 6,700 sq. ft. The applicant feels this is an unfair request and no consideration should be <br />given to it. <br /> <br />Regarding the increase in garage size, the increase is very minimal, although it will greatly <br />impact the livability of the house designs. <br /> <br />Regarding the request for an increase of the number of single-story units on Black Avenue, <br />Mr. Bates feels this is unwarranted because the surrounding houses on Black A venue are also <br />at the 75-25% mix. <br /> <br />Regarding the need for full articulation, Mr. Bates advised that the adjoining housing <br />neighborhoods do not have this, but would be willing to add articulation to the units on the <br />comer lots. <br /> <br />Regarding whether the park land swap is in the best interests of the public, Mr. Bates stated <br />the request came from the neighborhood and was approved by the Parks and Recreation <br />Commission. <br /> <br />Mr. Bates concluded by asking for the Commission's adoption of a resolution recommending <br />approval of the Negative Declaration and approval of GPA-95-1 and Case PUD-95-4 with the <br />following changes: <br /> <br />Delete Condition 4. <br /> <br />Planning Commission Minutes <br /> <br />Page 7 <br /> <br />September 27, 1995 <br /> <br />. <br />
