If this amendment is not approved, the proposed 34 unit residential plan <br />PUD-95-04 could not be approved because it would not conform to the General Plan. <br /> <br />Ms. Kline reviewed for the Commission the non-viable and viable land use designations for <br />the site. Since it does not appear to be in the School District's plan to use the Del Prado site <br />as a school site, staff believes it is in the area's best interest to change the land use <br />designation to MDR which should have the least impact on the existing neighborhood. <br /> <br />Ms. Kline went on to speak to two scenarios regarding the location of future schools and <br />student generation rates. Staff is acknowledging that it does not appear to be in the School <br />Board's plan to reduce the enrollments at Donlon and Walnut Grove by building a school in <br />Del Prado, therefore, staff is recommending the Planning Commission redesignate the site as <br />"Medium Density Residential. " <br /> <br />Part 2 <br /> <br />Ms. Kline referred the Commission to the memos distributed at the beginning of the meeting <br />regarding a new traffic study and revised square footage figures of the units. <br /> <br />The proposed application for a Planned Unit Development rezoning and development plan <br />approval includes 34 single-family detached homes, ranging in lot size from 6,500 sq. ft to <br />11,143 sq. f1., with an average lot size of 7800 sq. f1. There are four proposed house <br />models, ranging in size from 1900 sq. f1. to 2600 sq. f1., one one-story model, and three <br />two-story models. There will be two new city streets constructed, Calle Ricardo and Corte <br />Margarita, designed to facilitate both sidewalks and street parking on both sides. <br /> <br />After a neighborhood meeting held in July, 1995, New Cities revised their plan from 36 <br />units to 34 units taking into consideration neighborhood concerns. A public hearing was held <br />by the Parks and Recreation Commission which approved the concept of the land swap. <br />Public comments revolved around (1) whether the southern end of the park would remain of <br />sufficient size to accommodate a soccer field (a conceptual plan does show that a soccer field <br />will fit in this area), and (2) the impact of the project on traffic. A traffic study shows the <br />34 homes will add 340 vehicle trips per day, with approximately 252 projected onto Hansen <br />and the remaining 88 onto Black Avenue. The study also suggested two-way stop signs be <br />installed at both ends of Calle Ricardo. <br /> <br />Other issues to be considered by the Commission are: <br /> <br />. The General Plan Steering Committee's recommended density for non-exemplary <br />housing projects is 2-4 units per acre. Therefore, if this project is to comply with <br />that recommendation, four units must be deleted.
