Thomas Dou!!hertv <br />Application for design review approval and a conditional use permit to allow the <br />construction and operation of a commercial vehicle storage lot located at 3956 Old Santa <br />Rita Road. Zoning for the property is C-S (Service Commercial) District. <br /> <br />Mr. Iserson presented the staff report for the conditional use permit and design review <br />application to operate a commercial vehicle storage lot at 3956 Old Santa Rita Road. The lot <br />will function as overflow parking for the adjacent A vis Rental Car agency. There will be no <br />public use of this lot, nor will there be any servicing, fueling or washing of cars conducted <br />on this site. The lot will be paved, landscaping and fencing installed, and sidewalks will also <br />be installed along Old Santa Rita Road frontage. <br /> <br />The applicant will install concrete curbing around most of the site, however, the applicant <br />proposes to put a redwood header along the southern portion of the lot next the landscaping. <br />Staff would prefer concrete curbing, but will compromise to an asphalt berm at this area. <br />Since the staff report has been written, staff and the applicant have compromised to three <br />trees along the southern boundary from the requested six trees. With the above-mentioned <br />modifications, staff recommends approval of the design review and conditional use permit <br />subject to the conditions of approval listed in Exhibit" B. " <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Mike St. John, project manager, represented this application. Regarding the curbing, all <br />drainage will go to the center of the lot. Further, since this is a temporary use, they are <br />trying to keep their costs in line. The speaker feels the modifications serve the same purpose <br />and are lower in cost. <br /> <br />Regarding Condition 7, the applicant questioned what type of easement is required. Mr. <br />Higdon stated it would be a private easement, therefore, Condition 7 needs to be corrected. <br /> <br />Regarding Condition 8, the applicant asked the Commission's support for changing the <br />required six trees to three trees. <br /> <br />Regarding Condition 12 and sewer connection fees, since there had been a house on the site <br />previously, the speaker thought sewer permits would already be established.
