Teri Sewall, 5034 Blackbird Way, feels the majority of people are in favor of the project and
that Walnut Grove will be able to accommodate the additional children from the new
development.

Marge Johnson, 5655 Black Avenue, is in favor of the project and also spoke about the
traffic on Black Avenue. As a realtor, she feels the houses in the new development facing
Black Avenue will sell better if the traffic is slowed down by adding stop signs.

Laura Hartman, 6128 Hansen Drive, as a parent of Walnut Grove school children, she has
always felt it was a warm, caring school environment. Walnut Grove needs better facilities,
and she would like to see the plan go forward so that Walnut Grove will get capital
improvements. As a neighbor of the area, the parcel is an eyesore, it is time to move
forward and sell the property.

Nancy Thome, 1745 Paseo Del Cajon, has been a resident for twelve years and is impressed
with the development and asked the Commission to approve it. She also concurs with the
percentage of two-story homes proposed.

Pat Kernan, 1885 Tanglewood Way, speaking on behalf of the School Board, he recommends
following staff's recommendation in approving the PUD and General Plan Amendment.

Mitchell Smith, 5611 Black Avenue, would like the Commission to approve the development
of the area, but the traffic situation on Black Avenue needs to be addressed. He questions
the traffic studies that were done because he does not believe the numbers given. Mr. Smith
also noted that there has never been any maintenance done to this street in the last twenty
years. He has no problem with the mix of two-story homes in the proposed development.

Clark Gunson, 4511 Gatetree Circle, president of the School Board, commented that no one
on the Board in the last ten years who has ever thought this property should be a school site.
He stated that the School Board is responsible for the community as a whole and not to one
neighborhood. Mr. Gunson feels the job of placing schools has been done well. He urged
the Commission to approve this project.

In response to Commissioner Barker, Mr. Gunson advised that the Del Prado sale proceeds
are earmarked for a Multipurpose Room and playground improvements at Walnut Grove.

Carolee James, 2141 Corte Ricardo, urged support and approval of the development plan.
Ms. James feels the conditions the developer is asking to ignore are the conditions proposed
by the neighborhood meetings. The development requires the removal of some very large
trees and the developer is required to put in 24" box trees. She has found a great
discrepancy in the size of trees depending on where they are purchased. The speaker asked
that the trees be of substantial size. She also wants to increase the percentage of one-story
homes in the development.

Planning Commission Minutes

Page 10

September 27. 1995
