<br />Staff noted there was a large amount of community involvement in the design of this new aquatic <br />center. Staff is recommending approval of the design review subject to the conditions of <br />approval listed in Exhibit B. <br /> <br />Chairman Lutz inquired if the second sentence of Condition 11 should be deleted. Mr. Iserson <br />noted the sentence had no bearing in this application. <br /> <br />In response to Commissioner McGuirk, Ms. Bengtson advised that unless more money is put <br />into the budget, the west side parking lot expansion could not be done. However the Council <br />has expressed interest in increasing the parking to handle the day-to-day parking needs. <br /> <br />Chairman Lutz noted that with the redevelopment of the Safeway Center, having sufficient <br />parking is of utmost importance. Ms. Bengtson noted that the peak use of the Safeway parking <br />lot is during the soccer season, which is not a peak use for the aquatic center. She also feels <br />the use of the two soccer fields will decrease over time as more playing fields are utilized <br />throughout the city. <br /> <br />Mr. David Pettit, architect on the project, advised Commissioner Wright that the monument sign <br />is located on the central entry plaza of the Center. He described the various drawings presented <br />for the Commission's review. He also advised that the staff report was very complete and he <br />had no additional comments to make. <br /> <br />~ <br /> <br />He described the walls and their construction materials and colors. Decorative tile work is over <br />the two entries, and the remaining walls will be highly landscaped. The internal fencing will <br />utilize a wave-like design as well, and its purpose is to separate the recreation area from the <br />training pools. <br /> <br />Commissioner Hovingh inquired about the construction costs. Mr. Pettit stated that the total <br />budget is $2.6 million; $800,000 is for the 50 meter pool construction, $500,000 is for site <br />landscaping and civil work. The remaining $1.3 million is for the renovation of the existing <br />bathhouse and new bathhouse construction. <br /> <br />In response to Commissioner Dove, Ms. Bengtson advised that Phase II is unbudgeted at this <br />time. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Joe Toland, 1624 Orchard Way, his house backs to the "future parking lot" on the west. He <br />complimented staff on the design of the pool, but he does not like the parking lot design. He <br />noted there is a discrepancy between the original drawings and those presented tonight between <br />either 20 feet or 35 feet distance from the parking lot location and their property lines.
