Staff is recommending approval of this conditional use permit subject <br />to the attached conditions of approval listed in Exhibit B. <br /> <br />Commissioner McGuirk commented that he felt it would be easier to drop a child off directly <br />in front of the residence instead of pulling into the driveway. Staff understood this concept, but <br />advised that staff does not want people dropping children off in front of a neighbor's house. <br />Staff prefers parents to pull into the driveway when picking up their children. <br /> <br />Commissioner Hovingh inquired where the applicant's spouse would park his vehicle. Staff <br />advised that if the applicant's spouse was home or carne home during sessions, he would park <br />his car on the street in front of their home. Staff had discussed with the applicant the option of <br />clearing out the entire garage to make space for two cars. The applicant advised that she needs <br />some space for storage as well as having two large cars would make parking difficult in the <br />garage. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Pamela Welle, 1021 Crellin Road, represented her application. She advised that she has read <br />the staff report and conditions of approval and agrees with them. <br /> <br />In clarification for Commissioner McGuirk, she advised that she plans to offer only math classes <br />for the first six months, and then introduce reading classes. This is when she believes the adult <br />participation will occur. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Dove noted that his concern about parking Ms. Welle's husband's car has been <br />addressed. <br /> <br />Commissioner Hovingh is concerned about the proliferation of number of patrons a home-based <br />business will accommodate. However, this is consistent with the number of children allowed <br />for child care. He will reluctantly support this application. <br /> <br />Commissioner Wright motioned, seconded by Commissioner Dove, making the conditional <br />use permit findings and approving Case UP-95-40, subject to the conditions of approval <br />listed in Exhibit B. <br /> <br />ROLL CALL VOTE <br />AYES: Commissioners Dove, Hovingh, McGuirk, Wright and Chairman Lutz <br />NOES: None <br />ABSENT: Commissioner Barker <br />ABSTAIN: None <br />Resolution No. PC 95-62 was entered approving Case UP-95-40, as motioned. <br /> <br />Planning Commission Minutes <br /> <br />Page 4 <br /> <br />September 13, 1995 <br />
