,

Commissioner Hovingh inquired why the park was specialized to just skateboarding and not in-
line skating. Ms. Bengtson explained the differences in the two sports, noting their
incompatibility. She further advised that on October 16th a meeting is scheduled to meet with
the in-line skaters. When the group was approached last spring, staff got no response. She also
noted that there are in-line hockey facilities and organized sports at Pleasanton Middle School.

A youngster addressed the Commission in support of the skateboard park.

4. REVISIONS AND OMISSIONS TO THE AGENDA

Mr. Iserson advised the Commission that Item 6d., GPA-95-01lPUD-95-04, New Cities
Development Group and Item 6e., PUD-95-03, Lynden Homes, were continued to
September 27, 1995.

5. MATTERS CONTINUED FOR DECISION

6. PUBLIC HEARINGS

a. UP-95-40. Pamela V. Welle
Application for a home occupation use permit to conduct group, semi-private, and private
tutoring sessions, Monday through Friday, 2:00 p.m. until 8 p.m., in the residence located
at 1021 Crellin Road. Zoning for the property is R-I-6,5oo District.

Mr. Iserson presented the staff report for an application for a non-exempt home occupation
permit to conduct tutoring sessions at 1021 Crellin Road. Most students will be of the
elementary and middle school age. The classes would be held from 2 to 8 p.m., Monday
through Friday, and 9 a.m. to 1 p.m. on Saturday; (four sessions per day during the week and
three sessions on Saturday). There will be a 15 minute break between sessions to minimize
traffic and parking congestion.

The applicant will not employ any other persons to conduct tutoring sessions. Staff's main
concerns were for parking and traffic. The residence has a two-car garage and driveway for
parking, as well as three spaces directly in front of the applicant's home (total of five spaces).
The applicant will keep the driveway free for client parking and will park her personal vehicle
in the garage during sessions. Most of the students will either walk or ride bikes to the tutor.
Parents/clients will be instructed to park in the driveway first and then on the street secondly.
A handout will be given to all clients advising them of the regulations regarding parking, driving
restrictions, etc.

Staff would like to have this application reviewed by staff in six months to verify no problems
are occurring for the neighbors. If there are unresolvable problems, this permit will be referred
back to the Commission. Staff received only one call from the neighborhood expressing concern

planning Commission Minutes

Page 3

September 13, 1995

.
