This site fits all of the criteria of being <br />close to commercial, residential, and a highway system. <br /> <br />Jerry Loving, architect, Walnut Creek, presented a slide show showing how the self storage <br />facility design and use compares to the approved senior retirement center. The site is <br />considered to be a transitional site from commercial to residential. The applicant recognizes <br />the site is visible and surrounded by three streets, and will design the project with that in <br />mind. The typical customer is a woman between the age of 26 and 50 and drives either a <br />pickup truck or automobile; only 3 % of their customers use larger vehicles or vans. <br /> <br />The slides indicated the project is planned to be a low profile two story building, the entire <br />perimeter is landscaped, is set down from the level of Foothill Rd., and the exterior is <br />designed to incorporate the same architectural designs of surrounding Stoneridge office <br />buildings. The dense landscaping at Moller Park will screen views of the building from the <br />park. <br /> <br />Mr. Loving's presentation included statistics comparing this project to the approved senior <br />housing facility. <br /> <br />5 parking spaces vs. 81 parking spaces <br />6 persons on site per hour vs. 180 <br />o units overlooking Gold Creek vs. 36 units <br />two-story vs. four-story, <br />some view blockage vs. total view blockage <br />1 curb break: vs. 4 curb breaks <br />trash, etc. internal vs. being external <br />lower trip generation vs. higher trip generation created by a senior facility, an office <br />use or a retail use <br /> <br />Mr. Loving advised the applicants would be amenable to providing greater setbacks as well <br />as modifying the Pleasant Hill Road side of the building to one story, thereby minimizing <br />view blockage. <br /> <br />John Carlson, licensed California appraiser, gave a report of his findings that self-storage <br />facilities do not devalue the surrounding residential areas. <br /> <br />Mr. Knuppe closed his presentation by noting they are sincere in their project, they will <br />build the project personally, will operate it themselves, and asked for a positive vote on his <br />application. <br /> <br />Commissioner Barker inquired why the Pleasant Hill Road side wasn't originally designed to <br />be one story.
