Z-95-83. Terrv O'Connor <br />Application for design review approval to construct a new commercial/office structure <br />and a four-unit residential structure with two, two-car garages on an approximately <br />6,200 square foot lot located at 148 Spring Street. Zoning for the property is C-C <br />(Central-Commercial) District, Downtown Revitalization District, Core Overlay District. <br /> <br />Mr. Iserson presented the staff report for the application for a design review approval to <br />construct a new commercial/office structure and a four-unit residential structure with two <br />two-car garages on an approximately 6,200 square foot lot located at 148 Spring Street. <br /> <br />Mr. Iserson noted that the applicant has presented several projects for this lot in the past. At <br />this time, the applicant has requested a permit to demolish the existing structure and rebuild. <br />Mr. Iserson described the rental units and their location, and staff finds the project is in <br />conformance with the Downtown Specific Plan and Downtown Design Guidelines. Staff <br />recommends approval subject to the conditions of approval. <br /> <br />Staff noted that the adjacent neighbors have expressed opposition to the size and height of the <br />proposed project. Their letters have been distributed to the Commission. <br /> <br />In response to Commissioner Barker, Mr. Iserson stated that the overall height restriction is <br />40 feet, and this project is well within that height. <br /> <br />Staff is recommending approval of this project, subject to the conditions of approval. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Terry O'Connor, 979 Rose Avenue, represented this application. Noting the extensive <br />history of this project, there have been changes to the setbacks and architecture. Mr. <br />O'Connor agrees with the staff report and its conditions of approval. <br /> <br />Commissioner McGuirk asked if the applicant had talked with Mr. Bird. Mr. O'Connor <br />advised that he has not been successful in talking with him.
