~ PUBLIC HEARINGS

lL. UP-95-20. Tommv Thomas (Cadillac Ranch)
Application for a conditional use pennit to establish a dance club and a sports bar
located at 4555 Hopyard Road. Zoning for the property is PUD (Planned Unit
Development) - I-C/O (Industrial-CommerciaIJOffice) District.

Mr. Swift presented the staff report for a conditional use permit to operate a dance club and
sports bar in the Crossroads Center, 4555 Hopyard Road, Suite C-19. This establishment
will serve alcohol after 10:00 p.m. This business will operate similarly to Sh-Boom, also
located in the Hacienda Business Park. Staff analyzed and feels comfortable that there will
be sufficient parking for this business. Staff recommends approval of this application.

PUBLIC HEARING WAS OPENED

Tommy Thomas, 2404 San Carlos Avenue, Castro Valley. The applicant stated he has read
and concurs with the staff report and conditions of approval.

~

Commissioner Barker inquired where the entry doors would be located. Mr. Thomas
advised he will have to experiment where the best location for the main entrance will be.
They may want an entry onto the dance floor, however, they will want to keep the front
doors open at all times as well. Commissioner Barker is concerned that the parking in the
front will be very limited. Chairman Wright feels the patrons may find it easier to use the
back parking lot and have a back entry door.

In response to Chairman Wright, Mr. Thomas explained there will be a cover charge, and
detailed these charges per day of the week.

Commissioner McGuirk inquired if the applicant would be opposed to a condition stating no
live bands unless the applicant returns before the Commission. The applicant had no
problem with this addition.

In response to Commissioner McGuirk, Mr. Thomas advised that there will be three to four
security personnel at the doors, checking the parking lots, as well as in the club.

Commissioner Dove verified there are four entrances to the club. Mr. Thomas noted there
are two in the front, one door to the back (for emergency exit only) and a fourth off the
dance floor. The Commissioners believe the best entrance would be at the rear, although
they did not want to condition the application.

PUBLIC HEARING WAS CLOSED

Planning Commission Minutes

Page 2

May 10, 1995

.
