<br />Architectural Problems: The applicants do not understand what staff means by saying <br />their building is not "pedestrian-friendly." Staff would like the building at ground level, but <br />their customers feel it is more comfortable to dine up off the sidewalk level out of the direct <br />view of pedestrians. They have lowered the windows somewhat. Staff feels the building <br />should be lengthened and the basement storage area brought to the first floor. Mr. Huff said <br />the applicants need basement storage, not first floor storage. They feel this change would <br />ruin the outdoor dining areas and create a less friendly building. They do not want to move <br />the basement. Staff has suggested the building needs more doors. For security reasons, they <br />cannot have more doors nor do they want a main entrance door into the dining room. <br /> <br />Mr. Huff states the staff report indicates they have not been receptive to staff's <br />recommendations. Mr. Huff feels they have. Mr. Huff feels staff is imposing the guidelines <br />in the strictest sense on their project. They are trying to construct an aesthetically pleasing <br />building that also allows for the everyday function of a coffee roast business. <br /> <br />The applicants feel very strongly about keeping the landscape area on the Ray Street corner. <br />The applicants do not envision this as a public plaza because of the heavy amount of traffic <br />at the corner. The landscaping would soften the corner. Mr. Huff advised that the three <br />foot high brick wall with three foot high wrought iron railing was designed for a specific <br />intent n to keep people from using the patio area at will or to have restaurant patrons leave <br />without paying their bill. <br /> <br />Mr. Huff noted that they will contact the Building Department to work out the details of the <br />handicapped access ramp. <br /> <br />In conclusion, Mr. Huff asked the Planning Commission if they feel this building is a good <br />use of the site. <br /> <br />Commissioner Lutz inquired about the height of the windows. Mr. Huff stated the bottom of <br />the window is approximately 3 1/2-4 feet up from the sidewalk. <br /> <br />In response to a question from Chairman Wright, Mr. Churka advised that the delivery <br />trucks are the full-sized delivery trucks. He also stated he needs to have basement space for <br />plumbing and air conditioning maintenance. They also purchase the coffee beans in large <br />volume. The truck drivers will not deliver to the Ray Street side if they only have one <br />driveway. The result will be blocking Main Street during deliveries. <br /> <br />Chairman Wright clarified that the window height is 3 1/2 feet above the sidewalk grade and <br />that the normal table height is 27-30 inches. Mr. Huff agreed. <br /> <br />In response to Commissioner Hovingh, Mr. Churka advised they will have a sidewalk <br />elevator to facilitate the delivery of 150 lb. coffee bean bags to the basement.
