<br />Chairman Wright requested to open up the public hearing to get a response from the <br />applicant if there is substantial concurrence with the Commissioners' comments. <br /> <br />Mr. Churka stated the issue of the patio wall height can be worked out with staff. The wall <br />height was at the discretion of the architect for the flow of the building. He would also like <br />to incorporate more plants along the patio walls. He noted the Commission has worked hard <br />to get the issues worked out, and they will continue working with staff. Mr. Churka is not <br />totally in agreement with the Ray Street widening nor the in-lieu fees for parking. This will <br />be discussed with staff. Also, if the City will sign an agreement stipulating the $25,000 fee <br />cap, Mr. Churka will agree to that option. <br /> <br />Commissioner Hovingh suggested a continuation time frame. Staff suggested a one month <br />continuation. Commissioner Hovingh thinks the applicant should assume any increase over <br />$25,000. Mr. Churka feels that because this is City property, he should not be liable to any <br />increases or overlooked expenses. <br /> <br />The following are the issues agreed-to by the Commission: <br /> <br />Do not decrease size of building to increase amount of parking. <br />Floor elevation to be above street level. <br />Keep existing turret design. <br />Agree on style of building. <br />Support staff's recommendation of colors, lighter base color and dark trim. <br />Agree to landscaping on corner with low-flow sprinklers. <br />Two driveways, no drive up window. <br />Double entry door on Main Street, no additional entries. <br />Handicap ramp to comply with building code. <br />Open up the patio walls more. <br />Grading plan has to be done. <br />Ray Street widening, must be worked out with staff, Commission suggests to pay the <br />$25,000 fee to the City. <br />Evaluate project against the Downtown Design Guidelines once again. <br />Structurally engineer for second floor loading. <br /> <br />Commissioner McGuirk motioned, seconded by Commissioner Hovingh, to continue <br />Case Z-95-12 until May 24, 1995. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Hovingh, Lutz, McGuirk, Barker and Chairman Wright <br />None <br />None <br />None <br /> <br />Planning Commission Minutes <br /> <br />Page 15 <br /> <br />April 26, 1995 <br />
