He does not agree to the forest green base color. <br />Commissioner McGuirk is concerned about the Guidelines--why does an apparently good <br />looking project not adhere to the Guidelines? <br /> <br />Commissioner Dove understands the security and privacy issues of the patio wall. He feels <br />the higher turret at the St. John intersection gives the building a better looking perspective. <br />Also of concern is the street widening being mandated by the City Council. This should not <br />be debated, and if the City gives its assurance it will not cost the applicant more than <br />$25,000, this should not be debated. He also prefers the one driveway and suggested <br />specifying the use of a bobtail truck for deliveries. He walked Main Street and finds that all <br />businesses are at street level. This would facilitate the access to the senior and handicapped <br />citizens without compromising functionality. <br /> <br />Chairman Wright likes the design of the building and would not want it reduced in size to <br />provide more parking, and believes the in-lieu fees would be the easiest solution. The raised <br />flooring is acceptable to the Commission. The building design is acceptable, with the higher <br />turret focal point being on the south end. Chairman Wright would prefer the trim and siding <br />colors be reversed. Mr. Iserson interjected that the Guidelines are very clear on the subject <br />of color, and that not following them have here would compromise the City's ability to <br />implement them elsewhere Downtown, as people repaint or build new buildings. Chairman <br />Wright concurs with the proposed landscaping, but an actual landscaping plan needs to be <br />worked out with staff. He also requested the landscape planters have low-flow sprinklers. <br />He would also agree to two driveways (one marked entrance and one marked exit), but he <br />would disallow a drive-thru window operation. Instead of adding more entrances, Chairman <br />Wright suggested enlarging the Main Street entrance. <br /> <br />The Commissioners discussed the patio walls further. Mr. Huff suggested the patio be raised <br />up six inches so people could see over the three foot brick walls. Chairman Wright was <br />trying to strike a compromise between staff's request for no barrier and the applicant's desire <br />to have a three foot high solid brick wall. Mr. Huff advised that the deck is at floor level, <br />and lowering the brick wall adjacent to the deck will make them uneven. Chairman Wright <br />would like some concurrence that they will work the height of the wall out with staff. <br /> <br />Regarding the Ray Street widening, Chairman Wright noted that the City Council has <br />mandated this. In his opinion, the $25,000 fee requested by the City would be the cheapest <br />option for the applicant.
