She understands that Pleasanton will have to submit a <br />plan for services within the annexed area, including defining the services, identifying the <br />level and range of services, when these services could be extended, upgrading of roads, <br />utilities, as well as how the services would be financed. Ms. Ambrose advised the SPWD <br />would be very interested in seeing this plan. Ms. Ambrose felt this area of the Draft EIR <br />was too vague. <br /> <br />PUBLIC HEARING WAS CWSED <br /> <br />Commissioner Hovingh had a few questions for staff: <br /> <br />Pg. 151 -- air quality data from 1990 to 1994 from Livermore. Commissioner <br />Hovingh asked if air quality readings were taken in Pleasanton, and why Pleasanton's <br />readings were not reported. Mr. Swift stated the readings from Pleasanton do not <br />include ozone readings. Ozone readings are reported from the Livermore station. <br /> <br />Pg. 191 -- fire department. Does Pleasanton have a chemical specialist employed by <br />the City? Mr. Swift advised that currently this person is hired under contract. <br /> <br />Appendix C -- location of receptors for K-Line-4 modeling. What are the height of <br />these receptors? Mr. Swift will have to investigate. <br /> <br />Appendix J -- potential of reverse osmosis plants and problem of disposal of biosolids <br />and brine. Commissioner Hovingh asked if these issues were not part of any type of <br />water processing. Mr. Swift noted that in reverse osmosis processes, the byproducts <br />are so concentrated with salts, they cannot be disposed of in the tidal portions of the <br />San Francisco Bay. <br /> <br />Page 6 -- residents of the SFWD property would be able to participate in City <br />activities only by paying higher fees. Commissioner Hovingh inquired if the residents <br />in outlying areas (e.g., Vineyard) cannot put their youngsters in Little League, etc. <br />Mr. Swift was unsure of how the children's programs are handled, but he noted the <br />adults from these areas pay a nonresident fee. <br /> <br />Commissioner Dove inquired of staff if "build-out" is as discussed in the '86 plan, not what <br />is contemplated in the present General Plan Review. Mr. Swift advised he was correct. <br /> <br />Chairman Wright commended staff for their report covering many densities. Commissioner <br />Lutz believes the report is excellent.
