Castlewood Pronerties <br />Application for a master conditional use penuit to allow wholesale sales, warehousing, <br />contractor businesses, and automotive and boat repair in conformance with specified <br />criteria in the three existing multi-tenant commercial/industrial buildings located at <br />3701, 371S, and 3723 Old Santa Rita Road. Zoning for the property is the C-S (Service <br />Commercial) District. <br /> <br />Mr. Swift presented the staff report for the blanket conditional use permit for the buildings <br />located at 3701, 3715 and 3723 Old Santa Rita Road that would allow certain types of uses <br />that are allowable in the commercial use district to be approved by staff" over the counter" <br />as long as they comply with the conditions of approval that are established by this conditional <br />use permit process. The uses are listed in the staff report (auto repair, furniture and <br />household repair shops, warehouse and wholesaling, and building contractors). <br /> <br />With the proposed conditions, staff feels the City is protected without having to have case- <br />by-case review. This has been done successfully in Valley Business Park, Stanley Business <br />Park, as well as in this area. <br /> <br />Chairman Wright questioned Condition Ie because contractors usually have an equipment <br />yard. Staff indicated that there is no area available for a contractor to have a fenced yard. <br />Therefore, all storage must occur within the building. <br /> <br />Commissioner Hovingh referred to Condition l.a.(2) and inquired if the Commission could <br />require the parking lot to have an oil/gas separator added. Mr. Swift advised that the <br />parking lot does not currently have an oil/gas separator, nor does he feel the applicant would <br />want to go to that expense. Staff was not under the impression that the autos would be <br />"wrecked" autos that would be leaking fluids. <br /> <br />Commissioner McGuirk inquired about the amount and availability of tenant and customer <br />parking. Mr. Swift advised that parking is differentiated between customer and tenant <br />parking. There is a large amount of customer parking on Old Santa Rita Road, and by <br />keeping employee parking in the rear of the buildings, there will be more than adequate <br />customer parking. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Rosalyn Simon, 764 Montevino Drive, representing the applicant and Castlewood Properties, <br />concurs with the staff report and conditions of approval. <br /> <br />Commissioner Hovingh inquired of Ms. Simon if she would object to an addition to the <br />conditions stating that no wrecked vehicles leaking fluids may be parked in the parking lot. <br />Ms. Simon had no objection. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Planning Commission Minutes <br /> <br />Page 3 <br /> <br />March 8, 1995 <br />
