<br />three years of age. Ms. Phillips stated her license has no restriction to age, but to appease <br />the neighbors, she restricted herself to three years of age. However, she would like to have <br />the age restriction set at four years of age. <br /> <br />In response to Chairman Wright, Ms. Phillips advised that both she and her husband work at <br />the day care full time. However, to keep his health benefits, Mr. Phillips does need to work <br />his trade a minimal amount every quarter. She further noted that she has other assistants <br />who work daily, as well as an ROP student program. All personnel are state-approved <br />assistants. Students 18 years or younger do not have to be state-approved. <br /> <br />Ed Rouquette, 3436 Windsor Ct., spoke to his past experience when the applicant operated a <br />day care years ago. He believes at that time she was in violation in many instances. He <br />believes she had more than 20 children at the home and things were out of control. They <br />have found children in their backyard and garage. They do not want that situation again. <br />There were also times when cars were double and tripled parked in front of their home. <br />Mr. Rouquette feels the applicants are pushing too fast to get to 12 children. He proposed <br />they must operate for one year with six children before being granted a license for 12 <br />children. He also commented that at every meeting the number of children has increased <br />from 8 to 10 and now to 12. <br /> <br />Commissioner McGuirk clarified that the instances of the children in the garage and backyard <br />and the stacking of cars in the street occurred years earlier during her first day care <br />operation. <br /> <br />Hannelore Homorody, 3409 Blakemore Ct., lives behind the Phillips and is concerned about <br />the noise level of 12 children playing in the back yard for up to 4 1/2 hours every day. <br />They selected their home because it was peaceful and they love to be in their backyard. The <br />speaker questioned if the Commissioners would like to have 12 children next to their <br />backyards. Ms. Homorody also advised that her neighbor has also expressed his concern to <br />her regarding the noise level. <br /> <br />Chairman Wright clarified that the speaker lives behind the applicants with a greenbelt area <br />in between the properties. <br /> <br />Marvin Siders, 3431 Windsor Ct., stated the staff report indicated approximately 50 vehicle <br />trips would be generated by this day care operation. He feels this is a significant amount of <br />additional traffic. At the meeting with Mr. Iserson, several agreements were reached, i.e., <br />restriction to ten children and a six month performance review. He feels it is reprehensible <br />now that those agreements are changed.
