<br />Chairman Wright continued to suggest that rip-rap be installed in the creekbed to mitigate <br />any erosion problems. He would also like the HOA to have a yearly check of the creek bank <br />conditions. <br /> <br />Commissioner Barker commented that she likes the look of the landscape strip throughout the <br />development. Chairman Wright inquired if a low-flow irrigation system could be installed to <br />insure the green strips are properly watered. <br /> <br />In response to Commissioner Hovingh, Mr. Plucker feels that two large size cars will fit into <br />the garages as designed, although it would be a close fit. <br /> <br />Regarding whether the Negative Declaration could be found, Chairman Wright feels the <br />points have all been addressed except for the shaking and seismic impacts. The letter <br />received at the meeting resolved the geotechnical issues. <br /> <br />Carl Guller, attorney for the applicant, stated he prefers not getting into incorporating the <br />concept of rip-rap into the project description. The applicant's engineers have indicated that <br />rip-rap is probably not even necessary, therefore the project description in the Negative <br />Declaration is sufficient. Chairman Wright agrees with that position. <br /> <br />A motion was made by Commissioner Hovingh, seconded by Commissioner Barker, to <br />delay making any findings on PUD-94-04, St. John's Place, until staff presents PUD <br />conditions. Rubv Hill DeveloDment .Toint Venture. L.P. <br />Application for a major modification to an approved PUD development plan for Ruby <br />Hill development to allow revisions to the approved land plan. The areas affected by <br />the proposed revisions include residential pods N, Q, and U located in the center of the <br />back nine loop and generally consisting of 1/2-acre custom homesitesj Pods E and J <br />which are production homesites located on West Ruby Hill Drive to the east and west of <br />the tennis/swim center and across from the golf c1ubhousej and Pod W which consists of <br />3/4 to l-acre+ custom homesites located adjacent to the salamander habitat area at the <br />southernmost end of the project. The Ruby Hill development is bounded generally by <br />East Vineyard Avenue on the north and northeast and Vallecitos Road on the south and <br />southeast.
