<br />PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-2004-55 <br /> <br />RESOLUTION APPROVING THE APPLICATION OF PATRICIA CRAMER/WORLD <br />SCHOOL OF MASSAGE AND HOLISTIC HEALING ARTS, <br />AS FILED UNDER CASE PCUP-128 <br /> <br />WHEREAS, Patricia Cramer/World School of Massage and Holistic Healing Arts, has applied <br />for conditional use permit approval to operate a massage and holistic healing arts <br />school in an existing building located at 699 Peters Avenue; and <br /> <br />WHEREAS, zoning for the property is C-C (Central-Commercial) District and Downtown <br />Revitalization District; and <br /> <br />WHEREAS, at its duly noticed public hearing of September 8, 2004, the Planning Commission <br />considered all public testimony, relevant exhibits, and recommendations of the <br />City staff concerning this application; and <br /> <br />WHEREAS, projects of this nature are categorically exempt from the requirements ofthe <br />California Enviromnental Quality Act (CEQA); and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />1. The proposed location of the conditional use is in accordance with the objectives of <br />the zoning ordinance and the purpose of the district in which the site is located. <br /> <br />The objectives of the zoning ordinance include fostering a harmonious, convenient, <br />workable relationship among land uses; protecting existing land use from inharmonious <br />influences and harmful intrusions; and ensuring that public and private lands ultimately <br />are used for the purposes which are most appropriate and beneficial to the City as a <br />whole. The proposed use would provide classes on massage techniques to students who <br />have already graduated from a state-recognized healing arts school. The classroom <br />setting is similar to that of an after-school tutoring center, i.e., one instructor provides <br />instruction to a group of students. Tutoring facilities have become popular in town, and <br />there is no land use conflicts resulting from a tutoring business. Based on the proposal <br />and discussion concerning land use, noise, and parking, no land use issues are expected to <br />result from the proposed massage school.
