Resolution No. PC.2004.49 Page Two as a whole. As conditioned, the proposed BMX park at Shadow Cliffs Regional Recreation Area would be consistent with these objectives. Shadow Cliffs is located in a Public and Institutional District and has operated as a regional recreation area since 1971. The vacant de Silva parcel and surrounding quarry and electrical substation uses provide an appropriate environment in which to develop the BMX park use. The proposed BMX uses would be compatible with the adjacent uses particularly because of its isolated location at the northwest corner of Shadow Cliffs Park. The proposed conditions of approval for the project give the City the appropriate controls to ensure that the operation of the use does not have any negative impacts on the surrounding properties. In addition, the BMX park would provide a new recreational opportunity that would benefit Pleasanton residents. The use permit for the BMX park is in accordance with the objectives of the zoning district; therefore, this finding can be made. 2. The proposed location of the conditional use and the conditions under which it would be operated or maintained will not be detrimental to the public health, safety, or welfare, or materially injurious to the properties or improvements in the vicinity. As conditioned, the proposed BMX park will not be detrimental to the public health, safety, and welfare; nor will it pose a threat to surrounding properties or improvements. As proposed and conditioned, the park will provide adequate parking for the anticipated uses on site, and the traffic generated will not have an impact on the Level-of-Service of surrounding intersections. Given the proposed activities and location of the park, the proposed BMX park will not impact surrounding uses, as conditioned. Furthermore, the City would be able to mitigate any future nuisances or problems that may arise. Therefore, if all conditions of approval are complied with, the proposed BMX park will not detrimentally impact the surrounding properties, and this finding can be made. 3. The proposed conditional use will comply with each of the applicable provisions ofthe Zoning Ordinance. The proposed Public and Institutional zoning conditionally permits park uses. The proposed used complies with all provisions and requirements of the City's zoning ordinance; therefore, this finding can be made. WHEREAS, the Plarming Commission determined that the proposed conditional use would be compatible with the existing uses in the area. .
