The design ofthe subdivision provides, to the extent feasible, for future <br />passive or natural heating or cooling opportunities. <br /> <br />Project construction would involve site grading and alteration of existing <br />topography. Previous geotechnical work on this site indicated that the overall site <br />is suitable for the development types covered by this subdivision, identified the <br />presence of relatively stable soils, and did not identify the presence of <br />geotechnical hazards. Subsequent engineering geotechnical analysis would be <br />completed in conjunction with the improvement plans to finalize design details. <br />Site-specific soils analyses would be required for the individual homes to <br />determine foundation designs. In addition, no significant existing drainage course <br />would be altered. Therefore, this finding can be made. <br /> <br />3. The design of the subdivision and improvements are not likely to cause <br />substantial environmental damage or substantially and avoidably injure <br />fish or wildlife in their habitat. <br /> <br />Grading has been designed to minimize impacts on adjoining properties. <br />Although proposed lots are flat-pad lots, the graded areas would be designed to <br />drain away from existing hillside/open space areas. In addition, adequate access <br />is provided to all structures for police, fire, and other emergency vehicles. <br />Furthermore, erosion control and dust suppression measures will be documented <br />in the final subdivision map and will be administered by the City's Building and <br />Public Works Departments. Therefore, this finding can be made. <br /> <br />6. The design of the subdivision or type of improvements is not likely to <br />cause serious public health problems. <br /> <br />The proposed project, including the recommended conditions of approval, meets <br />all applicable City standards pertaining to public health, safety, and welfare, <br />e.g., vehicle access, geologic hazards, and flood hazards. All public safety <br />measures are addressed through the design and conditions of approval for the <br />tentative subdivision map. Therefore, this finding can be made. <br /> <br />7. The design of the subdivision or the type of improvements do not conflict <br />with easements for access through or use of the property. <br /> <br />Public road connections would be provided to all proposed lots, and no existing <br />easements would be affected by the proposed subdivision. Therefore, this finding <br />can be made. <br />
