The proposed <br />building would be located near the western property line, away from the rear <br />yards of the single-family homes to the east. Adequate setbacks would be <br />provided between the new office building and the existing structures of the <br />adjacent properties and the Arroyo del Valle. The second floor is set back away <br />from the residents across the street. As conditioned, no second-floor windows <br />would face the residents to the east. The development plan was designed to <br />reduce impacts on nearby residential properties and the Arroyo del Valle and to <br />preserve the existing heritage trees on the site. <br /> <br />The site is relatively flat, although there is a slight slope downwards toward the <br />Arroyo. Minimal grading will be needed in order to produce the required minimal <br />slopes necessary to achieve proper drainage of storm water. The plan, as <br />conditioned, is compatible with the previously developed properties and the <br />natural topographic features of the site, and this finding can be made. <br /> <br />4. The proposed development site is compatible with the natural, topographic <br />features of the site. <br /> <br />The project site is in a developed area of the City and would not involve the <br />extension of any new public streets. As an urban infill site, there is little natural <br />terrain in the vicinity with the exception of the Arroyo del Valle, which is being <br />preserved in its entirety and from which the proposed building and parking lot <br />will maintain an adequate building setback. Development of the site <br />complements the natural terrain by making only minor changes as necessary to <br />the site's existing, relatively flat topography. Therefore, this finding can be made. <br /> <br />5. Grading in conjunction with the proposed development plan takes into <br />account environmental characteristics and is designed in keeping with the <br />best engineering practices to avoid erosion, slides, or flooding, and to have <br />as minimal an effect upon the environment as possible. <br /> <br />The subject property is relatively flat. Surrounding properties generally are at a <br />similar elevation, and the project has been conditioned to maintain these <br />elevations. A geotechnical, soils, and slope stability analysis was conducted for a <br />similar project on the property in 1998, and a new report was conducted in 2003. <br />Both concluded that the existing creek bank is stable and that the proposed <br />parking lot would be adequately set back from the creek. As conditioned, the <br />proposed project would adhere to all recommendation in the 2003 geotechnical <br />report and would provide adequate drainage to prevent flooding. Erosion control <br />and dust suppression measures will be documented in the building permit plan <br />sets and will be administered by the City's Building and Safety Division and <br />
