THE PUBLIC HEARING WAS OPENED. <br />Bob Kocik, Worldwide Signs, 1770 Hanson Way, Livermore, noted that Jim Stinley from <br />"Just Tires" was also in attendance. He thanked staff for the report preparation and its <br />accuracy in reflecting their perspective. He noted that their signage was intended to <br />communicate a message to potential customers and that "Just Tires" was dwarfed by two <br />major facilities, "Big O" and "Rynck," on either side, both of which had many window <br />sign, and "Just Tires" would like to advertise in a similar fashion. He added that the <br />other two stores had the same visibility from Stanley Boulevazd. He noted that vinyl <br />lettering was a newer technology than paint and that it was more cost-effective and <br />professional-looking. He noted that 25 to 50 percent coverage was normal and that their <br />signs were below 25 percent. He emphasized that they wished to cooperate with the City <br />and be a good neighbor. <br />Jim Stinley, "Just Tires," 1389 Vailwood Court, noted that their location fit within <br />Pleasanton and added that they were very cognizant of the demographics that they serve. <br />He noted that the signage allowed them to be seen in the area and noted that "Big O" and <br />"Rynck" had large signs. He would like "Just Tires" to have equitable signage and added <br />that they had been in business slightly over a yeaz and a half He noted that the "4 for <br />$60" signage would not be a permanent feature of their signage. <br />_ In response to an inquiry by Commissioner Sullivan regarding the type of tire that would <br />sell four for $60, Mr. Stinley noted that they were private label tires by companies such <br />as Goodyear that would be installed on older cars that did not need premium tires. <br />In response to an inquiry by Commissioner Fox whether he would be willing to work <br />with staff to reduce the coverage, Mr. Stinley replied that the letters on the "Big O" <br />window were the same size as their letters. <br />THE PUBLIC HEARING WAS CLOSED. <br />In response to an inquiry by Commissioner Sullivan whether staff would allow the <br />temporazy signs to remain on the "Big O" store windows indefinitely, Ms. Kline replied <br />that staff sent Code Enforcement to the site on Commissioner Fox's request and that <br />normally, staff would not become involved in regulating this type of signage. Staff <br />would recommend that the "Big O" store cut back on the size of its window signage and <br />tone the colors down. <br />Chairperson Roberts suggested that after this issue was resolved, the Commission <br />consider agendizing a discussion on changing the signage requirements. <br />Commissioner Fox moved to uphold the appeal, requiring that the applicants work <br />with staff to reduce the size of the lettering so that the sign blends with the rest of <br />Stanley Business Park and the establishments bordering Stanley Business Park. <br />-- Commissioner Arkin seconded the motion. <br />PLANNING COMMISSION MINUTES, October 13, 2004 Page 7 of 15 <br />
