Ms. Nerland advised that it had been suggested that projects requiring General Plan <br />Amendments be put on hold until the General Plan Update was completed. Given the <br />importance of the Bypass Road to the City Council and the City and the fact that it was <br />interwoven with this project, the Council felt that the issues should be brought forwazd in <br />order to not delay commencement of the consultant's work until the General Plan Update <br />was completed. <br />Vanessa Kawaihu, 871 Sycamore Road, requested clarification of the process for signing <br />and an independent estimate by staff or a peer review for the cost of the construction of <br />the Bypass Road in vazious scenarios. She would like to learn more about the viable <br />options. <br />Ms. Nerland advised that her comments would be relayed to the City Council through the <br />minutes and to the consultant who is performing the EIR. She believed that those issues <br />would be part of the EIR process and added that the developer's proposal was not the sole <br />source of information in that process. <br />Ms. Kawaihu advised that the road had already been turned down in the 1990s. <br />Ms. Nerland advised that a scooping session would be held for the Supplemental EIR and <br />suggested that would be the best forum for raising her concerns. <br />4. REVISIONS AND OMISSIONS TO THE AGENDA <br />Ms. Kline advised that Item 6.b., PDR-402, Citv of Pleasanton, Veterans Memorial <br />Buildine, would be continued to the meeting of October 13, 2004. <br />5. MATTERS CONTINUED FOR DECISION <br />a. <br />Application for design review approval and conditional use permit approval of a <br />self-service gasoline station on an approximately 1.25-acre site consisting of eight <br />fuel dispensers, adrive-through cazwash, a 3,600-squaze-foot convenience <br />mazket, and a modification to the Stanley Business Pazk PUD development plan <br />to allow alcoholic beverage sales from the convenience mazket. The subject <br />property is located at 3121 Bernal Avenue and 3581 Utah Street and is zoned <br />PUD-C (Planned Unit Development -Commercial) District. <br />Also consider the Negative Declazation for the project. <br />Chairperson Roberts advised that the public heazing was still open from the previous <br />meeting. <br />Commissioner Arkin advised that he had read the minutes, reviewed the material, and <br />met with the applicant on September 18, 2004 to examine the entrances and exits to the <br />-- property. <br />PLANNING COMMISSION MINUTES, September 22, 2004 Page 3 of 14 <br />
