Chairperson Roberts noted that Commissioner Kameny requested that she read his a-mail <br />into the record: <br />"In my letter of resignation to Deborah Acosta McKeehan of August 16, 2004, I <br />stated that I would be willing to continue my attendance until there was a <br />replacement. With the exception of one phone call to my residence from Deborah <br />on the night of the City Council meeting, where Commissioners' attendance <br />records were being reviewed, where she asked if her letter was the reason for my <br />resignation, I have had absolutely no communications from anyone in the City. <br />No one -absolutely no one -has requested me to continue my attendance until <br />the position is filled. However, I did tell Jerry last Friday that I would continue <br />attending until the position is filled if that was the City's request." <br />The minutes were approved as corrected. <br />3. MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO <br />ADDRESS THE PLANNING COMMISSION ON ANY ITEM WHICH IS <br />NOT ALREADY ON THE AGENDA. <br />Kevin Close, 871 Sycamore Road, wished to address the Happy Valley Environmental <br />Impact Report (EIR) and inquired how density transfers and land use changes could be <br />accomplished. <br />Chairperson Roberts noted that at the City Council meeting the previous evening, there <br />was a discussion with respect to the Spotomo property EIR and that it may have included <br />a discussion on density transfers. <br />Ms. Kline advised that the City did not have an ordinance per se on density transfers. <br />She noted that Mr. Iserson attended that meeting and invited Mr. Close to contact him for <br />more information on these issues. <br />Commissioner Sullivan understood that they had requested a General Plan Amendment to <br />shift units to the Spotorno Flat Area. Ms. Kline confirmed that was correct. <br />Ms. Nerland advised that the issue before the City Council was not the EIR, but a <br />consultant contract to proceed with the EIR. A scoping session was planned, and she <br />noted that the plan was still in its preliminary stages. <br />Commissioner Sullivan noted that other projects, such as Vintage Hills Shopping Center, <br />would require a General Plan Amendment. The City Council advised it did not want to <br />process any General Plan Amendments until after the new General Plan was in place.
