Ms. Kline provided the background to this item and added that it was a window signage.
The City Code did not explicitly address window signage.
Commissioner Sullivan noted that the sign was six feet tall.
Ms. Kline advised that the store was concerned about lack of visibility and was angled
away from the street.
In response to an inquiry by Commissioner Fox, Commissioner Arkin replied that a
public hearing would be necessary. Both Commissioners Fox and Arkin appealed this
item.
Chairperson Roberts noted that an ordinance may be appropriate.
Commissioner Fox advised that she would distribute Dublin's pamphlet on temporary
window signage.
Downtown Banner and Other Siens; Shell Canopies
Commissioner Sullivan inquired whether temporary banner signs were allowed
Downtown and cited the sign located at the Rattlesnake Bar. Ms. Kline replied that a
grand opening sign may be displayed for 30 days and added that Code Enforcement was
responsible for monitoring those issues. Commissioner Fox added that the grand opening
sign for the new karate studio was a similar example.
Commissioner Fox noted that she had received five calls about the karate school.
Ms. Kline advised that the owners of the karate school had contacted her, stating that the
permanent sign would not be ready until October 15. The owners requested an extension
and were told that the banner had already been displayed for two months.
Chairperson Roberts advised that another martial arts school near Winston Tire and
Big O had installed a small red sign in the grass.
Commissioner Fox advised that Dublin had a temporary banner ordinance, allowing a
two-week display period time, followed by a review and a 30- or 60-day wait for another
banner.
Commissioner Maas advised that retail competition often served as the enforcement for
signage issues.
Chairperson Roberts advised that Shell intended to look into the bright yellow canopy
color scheme; to date, she has received no response. She noted that there were some
communities around the country that did not have the bright yellow Shell canopies and
that they were generally the communities that had very strict design standards.
PLANNING COMMISSION MINUTES, September 22, 2004 Page 13 of 14
