PCUP-86, and PUD-81-25-6M, Fairland Investment, Inc. <br />Application for design review approval and conditional use permit approval of a <br />self-service gasoline station on an approximately 1.25-acre site consisting of eight fuel <br />dispensers, adrive-through carwash, a 3,600-square-foot convenience mazket, and for a <br />modification to the Stanley Business Pazk PUD development plan to allow alcoholic <br />beverage sales from the convenience mazket. The subject property is located at <br />3121 Bernal Avenue and 3581 Utah Street and is zoned PUD-C (Planned Unit <br />Development -Commercial) District. <br />Also consider the Negative Declaration for the project. <br />Mr. Iserson summarized the staff report and described the use and layout of the site. He noted <br />that two Planning Commission workshops were held on this application in the fall and winter of <br />2003. He noted that the applicant worked closely with staff and peer review azchitect Larry <br />Cannon to address the design issues. By the end of the second workshop, the Commission was <br />generally satisfied with the design, and the applicant made several revisions as directed by the <br />Commission. He noted that the main features of the project were buildings composed of <br />HazdiPlank siding, cobblestone rock veneer, an outdoor seating area with a low wall, a wood <br />trellis structure, eight fuel pumps with a total of 12 dispensers. There would be a total of <br />23 parking spaces and landscaped areas around the frontage of the site and around the building. <br />The canopy structure design would match the materials and detailing of the convenience <br />building, and the HVAC equipment would be located in the roof, as directed by the Commission. <br />PLANNING COMMISSION MINUTES September 8, 2004 Page 3 of 14 <br />
