ROLL CALL VOTE <br />AYES: Commissioners Fox, Maas, and Roberts. <br />NOES: Commissioner Arkin. <br />ABSTAIN: None. <br />ABSENT: Commissioner Kameny and Sullivan. <br />RECUSED: None. <br />Commissioner Arkin advised that his reason for voting "no" was due to his <br />dissatisfaction with the concept of using guidelines. He would like the Council to <br />redirect staff to create language and rules that were more absolute. He believed it would <br />be difficult to predict how future Councils would interpret the guidelines. <br />Commissioner Fox acknowledged staff's hazd work on this document, and wished that <br />City Council had made a hard and fast decision on the Ponderosa and Busch properties, <br />rather than requesting 10-12 months for guideline review. She did not want City Council <br />to constantly revise guidelines to avoid making more hard and fast decisions with respect <br />to the Ponderosa and Busch properties. <br />Resolution No. PC-2004-54 was entered and adopted as motioned. <br />MATTERS INITIATED BY COMMISSION MEMBERS <br />Commissioner Guidelines on Public Hearin¢s <br />Commissioner Fox noted that the new Commissioner guidelines stated that once a motion <br />and a second had been made, the public hearing could be reopened. She inquired <br />whether that was a recent change. <br />Chairperson Roberts noted that the public hearing may be reopened to answer questions <br />or clarify issues. She noted that the Commission generally tried to answer questions <br />before the motion was made. <br />Commissioner Maas noted that could become a political procedure if the Commission <br />was split on an issue. <br />Commissioner Fox requested that Ms. Nerland examine that language for clarification. <br />For Sale Houses on Stanlev Boulevazd and Gray Fox Circle <br />Chairperson Roberts noted that two houses that the Commission had dealt extensively <br />with are for sale: the Chestnut house on old Stanley Boulevard, and the house on Gray <br />Fox Court which had been massively landscaped. <br />PLANNING COMMISSION MINUTES August 25, 2004 Page 7 of 9 <br />
