ROLL CALL VOTE AYES: Commissioners Fox, Maas, and Roberts. NOES: Commissioner Arkin. ABSTAIN: None. ABSENT: Commissioner Kameny and Sullivan. RECUSED: None. Commissioner Arkin advised that his reason for voting "no" was due to his dissatisfaction with the concept of using guidelines. He would like the Council to redirect staff to create language and rules that were more absolute. He believed it would be difficult to predict how future Councils would interpret the guidelines. Commissioner Fox acknowledged staff's hazd work on this document, and wished that City Council had made a hard and fast decision on the Ponderosa and Busch properties, rather than requesting 10-12 months for guideline review. She did not want City Council to constantly revise guidelines to avoid making more hard and fast decisions with respect to the Ponderosa and Busch properties. Resolution No. PC-2004-54 was entered and adopted as motioned. MATTERS INITIATED BY COMMISSION MEMBERS Commissioner Guidelines on Public Hearin¢s Commissioner Fox noted that the new Commissioner guidelines stated that once a motion and a second had been made, the public hearing could be reopened. She inquired whether that was a recent change. Chairperson Roberts noted that the public hearing may be reopened to answer questions or clarify issues. She noted that the Commission generally tried to answer questions before the motion was made. Commissioner Maas noted that could become a political procedure if the Commission was split on an issue. Commissioner Fox requested that Ms. Nerland examine that language for clarification. For Sale Houses on Stanlev Boulevazd and Gray Fox Circle Chairperson Roberts noted that two houses that the Commission had dealt extensively with are for sale: the Chestnut house on old Stanley Boulevard, and the house on Gray Fox Court which had been massively landscaped.
