Fox did not believe that the minor changes made to the blueprints met Commissioner Arkin's intent in the Zast meetinr requesting a more g~e~lE~ updated design.,, Commissioner Fox stated that the following sentence be added to the end of the fifth full paragraph on page 13: "In a response to an inquiry as to whether the Parks and Recreation Commission had agreed to reduce the pazk buffer from 300 to 50 feet, Mr. Iserson noted that this issue had not been presented to the Parks and Recreation Commission. The minutes were approved as corrected. 3. MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE PLANNING COMMISSION ON ANY ITEM WHICH IS NOT ALREADY ON THE AGENDA. There were none. 4. REVISIONS AND OMISSIONS TO THE AGENDA Mr. Iserson stated that Item 6.e., Consideration of Chances to the Approved Bernal Avenue Bridge by Foothill Road, is a continued item from the last meeting and that it was inadvertently placed at the end of the Public Hearing items. He added that it was normal policy to put continued items at the top of the agenda and requested that this item -' be considered after Item 6.a., PCUP-61, Bernal Partners. LLC/City of Pleasanton, which was also continued from the last meeting. 5. MATTERS CONTINUED FOR DECISION There were none. 6. PUBLIC HEARINGS AND OTHER MATTERS a. PCUP-61, Bernal Partners, LLC/City of Pleasanton Review and consideration of possible modification to an approved conditional use permit for aself-service gasoline station with a convenience market, quick-service restaurant, and carwash to consider hours of operation, operation of the drive-through carwash, noise, perimeter fencing, and other issues. The subject property is located at 1875 Valley Avenue (southeast corner of Bernal Avenue and Valley Avenue) and is zoned PUD - C-O (Planned Unit Development -Commercial-Office) District. Mr. Iserson presented the staff report and gave a brief summazy of the background and the concerns and issues raised by the neighbors concerning the operation of the facility, including: (1) noise during sensitive hours resulting from the 24-hour operation of the service station and convenience store, the carwash operation, and the Jack-in-the-Box _ drive-through speaker -noise at night, the oil recovery truck and garbage collection; PLANNING COMMISSION MINUTES July 28, 2004 Page 2 of 19
