Commissioner Maas believed that the County did not fulfill its responsibilities in this <br />matter. <br />Commissioner Sullivan noted that the letter stated that "since the plant's construction, <br />residents had met with Supervisor Scott Haggerty, County Planning staff, and City staff <br />to determine what should be done. In October, 2003, Granite Construction and RMC <br />were directed by the County to remove the plant because its current location was a <br />nuisance. The plant, however, has not been removed. <br />Commissioner Fox inquired whether minutes regarding these proceedings had been <br />attached. <br />Commissioner Maas suggested that an attorney from the County, Pleasanton, and Granite <br />meet within 30 days for further discussion; if no resolution has been reached, the letter <br />will be sent. <br />Commissioner Kameny agreed with Commissioner Sullivan's suggestion and believed <br />that would bring everyone to the table to reach a resolution. <br />Commissioner Fox suggested sending the letter, and strengthening the language. She <br />believed there should be a certain date by which the plant should be closed and that the <br />letter should be copied to the County Council and the Board of Trustees, emphasizing the <br />environmental hazard to small children. She believed that mention of the visual impacts <br />should be minimized. <br />Commissioner Kameny suggested that some mitigations or modifications be reached <br />regarding the operation. <br />Commissioner Maas believed that mitigations should be attempted before closing down <br />the plant. <br />Commissioner Sullivan did not believe that the CEQA process had been adequate. He <br />noted that conditions had changed and that another CEQA review should be performed. <br />He believed that sending the letter would bring people to the table and believed that the <br />Planning Commission should sign it as well. <br />Commissioner Kameny believed this was a legal issue between the Council, Granite, and <br />the City. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Fox agreed with Commissioner Sullivan's assessment that sending the <br />letter is a necessary action to resolve this issue. <br />PLANNING COMMISSION MINUTES July 14, 2004 Page 21 of 24 <br />
