6. PUBLIC HEARINGS AND OTHER MATTERS <br />a. PRD-338. WalMart Stores <br />Application for a design review approval to construct an approximately <br />5,264-squaze-foot stockroom addition and an approximately 5,761-square-foot <br />garden center expansion to the existing Wa1Mart store in the Metro 580 shopping <br />center located at 4501 Rosewood Drive. Zoning for the property is PUD-I/C-O <br />(Planned Unit Development -Industrial/Commercial-Office) District. <br />Mr. Iserson summazized the staff report and described the history and scope of the <br />project. The applicant had identified the need for additional room for storage and to <br />expand the garden center. He noted that the Wa1Mart sign would be relocated for <br />visibility. Staff believes that the design would be in accordance with the Hacienda <br />development standards, and Mr. Iserson noted that Hacienda has written a letter in <br />support of this project. Even with the loss of 20 parking spaces that would result from <br />this addition, there would still be 107 spaces more than required for the use. Staff <br />believed that the proposed addition would match the existing building from a design <br />point of view. Staff believed that the addition would blend in well and serve the needs of <br />Wa1Mart. He noted that there had been previous discussion of the issue of potential <br />development of this building into a Supercenter with grocery store. He stated that this <br />application did not include that discussion and that Wa1Mart had not indicated any intent <br />to take that step. Staff believed that the design was appropriate and recommended <br />approval. <br />In response to an inquiry by Commissioner Maas, Mr. Iserson confirmed that the <br />Building Department would address the interior drainage issue in the garden center. <br />In response to an inquiry by Commissioner Fox, Mr. Iserson confirmed that the garden <br />center roof would be metal with shade cloth to match the existing roof. <br />THE PUBLIC HEARING WAS OPENED. <br />Jennifer Renk, Steefel, Levitt & Weiss, attorney representing the applicant, <br />complimented staff on its excellent presentation and noted that the scope of the <br />application was strictly design review. She noted that the materials to be used would <br />match the existing building, which would create a seamless appearance. She noted that <br />there was a vested right for Wa1Mart to expand up to 30,000 extra square feet and that <br />this expansion would use 5,700 squaze feet of that allowance. She noted that this <br />expansion was in substantial conformance with all requirements. She noted that WalMart <br />had no plans to use this expansion to create a Supercenter. <br />In response to an inquiry by Commissioner Fox, Mr. Iserson confirmed that the <br />expansion of the garden center would accommodate the garden items within that area so <br />that they would not be displayed outside the store as much. <br />PLANNING COMMISSION MINUTES May 26, 2004 Page 3 of 15 <br />
