Scott Trobbe, South Bay Development, 1690 Dell Avenue, Campbell, reiterated that the 39-acre <br />South Bay property has a huge potential for mixed-use development as well as for affordable <br />rental and for-sale housing. He pointed out that the property is not legally bound by Measure V <br />and indicated that South Bay is willing to re-negotiate its development agreement with the City. <br />He requested that the Commission give direction on what it wants to see in the property. <br />Chairperson Roberts asked Mr. Trobbe what his thoughts were regarding retail development. <br />Mr. Trobbe replied that a large grocery or "big box" was considered. He indicated, however, <br />that it would make more sense to have one entity mold the entire site rather than individually <br />develop small pieces of it, especially since this is a gateway to the City. <br />Commissioner Arkin inquired if he was opposed to high-quality mixed uses which would include <br />retail and some residential development. Mr. Trobbe replied that he was not and indicated that <br />some groups have expressed interest in both residential and retail. <br />Peter Schellinger, Bay Rock, 5801 Christie Avenue, Emeryville, stated that their 167-unit <br />for-rent development on five acres in Hacienda Pazk, with a 30 percent below-market rate <br />program, would be a key for positive, smart-growth development. <br />THE PUBLIC HEARING WAS CLOSED. <br />The Planning Commission recessed for a break at 8:25 p.m. <br />Chairperson Roberts reconvened the meeting at 8:35 p.m. <br />The Commission then discussed the different residential sites, following staff's <br />recommendations to narrow down the list to those areas it would like to consider further and to <br />make a determination on whether or not to support an expedited process for the Vintage Hills <br />Shopping Center proposal. <br />The Commission unanimously concurred with staff regarding the "sites with no interest for <br />change" -Westbrook, Knuppe, Valley Trails, Rose Avenue, St. Augustine's Church, <br />Zia/Kaplan/Irby, and Utility Vault. The majority of the Commissioners were not in favor of any <br />change for the South Bay Bernal Property site and the West las Positas sites. <br />The Commission then considered the other "sites needing firrther review." <br />Hacienda Park: <br />^ Transit-oriented, mixed-used, walkable, smart-growth development by the BART station <br />^ No high density residential units next to already existing neighborhoods <br />^ Entry-level affordable stand-alone homes on distressed commercial property <br />PLANNING COMMISSION GENERAL PLAN UPDATE MINUTES, 5/19/2004 Page 6 of 8 <br />
