_ 3. <br />NOT ALREADY ON THE AGENDA. <br />Howard Neely, 448 Amador Court, noted that a Housing Commission Task Force was <br />looking at housing for seniors and would like Commissions to know what the other <br />Commissions were doing. He wished to address the Citizens for a Caring Community's <br />position with respect to State mandates. He noted that the new Housing Element <br />proposed measures to remove barriers that had prevented construction of houses for <br />very -low-income residents. The California Department of Housing and Community <br />Development conditionally approved the Housing Element pending the effective and <br />timely implementation of the General Plan. He noted that the June 2004 deadline for the <br />implementation was approaching quickly, and Citizens for a Caring Community <br />encouraged the City to move forward in rezoning identified properties in a timely <br />manner. The organization expressed concern about limited funding for construction, <br />which could be viewed as a barrier. He noted that if funding for non-profit, community- <br />sponsoredhousing became available, it would be of special importance to the new <br />General Plan. Citizens for a Caring Community urged the City to take any steps it <br />deemed appropriate to assist in the implementation of the rezoning strategy, including the <br />Housing Element of the General Plan. <br />Chairperson Roberts advised that on May 19, 2004, the Planning Commission would <br />discuss the Housing Element and would discuss the long-awaited recommendations from <br />the Housing Commission. The Commission had already discussed locations in the City <br />that would be appropriate for high-density housing. <br />REVISIONS AND OMISSIONS TO THE AGENDA <br />Mr. Iserson advised that Item 6.c. would be continued to the May 26, 2004 meeting to <br />allow further prepazation time for the applicant. <br />5. MATTERS CONTINUED FOR DECISION <br />There were none. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />a. PUD-81-30-42D-1M, Dahlin Group <br />Application to modify a previously approved Planned Unit Development (PUD) <br />design review of an existing office building located at 5865 Owens Drive to allow <br />the addition of approximately 6,681 square feet of office space and exterior <br />remodeling and site improvements.
