Commissioner Maas stated that while she could see the applicant's taste in the house's design, <br />"- she noted that the design guidelines strongly encourage informal, ranch style houses. She noted <br />that the design does not go with the area because it does not look like a rural or barn-like <br />structure. <br />Commissioner Fox commented that the house looks more like an industrial rather than <br />agricultural structure. She stated that she had difficulty relating the design to a barn-like or <br />farmhouse-like structure and cannot see it as a residential house. <br />Commissioner Kameny stated that the palm trees look neat and that he could support them and <br />that he did see the need for one tree for every 1,000 square feet. He mentioned that he had no <br />problem with the size or height of the house, but preferred the muted yellow color. He indicated, <br />however, that he could not support the design of the house. <br />Chairperson Roberts stated that she had no problem with the house design and that Happy Valley <br />is basically the only place where something such as this could be built. She stated that she could <br />see the bazn element in the design but would definitely not want a whole development of this <br />type of homes. She noted, however, that a French provincial or Mediterranean stucco design <br />would be far worse on this flat piece of land than the proposed design. She commented that she <br />found the palm trees to be too formal and expressed a preference for muted colors. She noted, <br />however, that any native trees would not get big very fast. She indicated that she would like the <br />house to have access to reclaimed water once that became available. <br />-_ Commissioner Maas stated that she had no problem with design but with where it was going. <br />She stated that if it were toned down, she could probably support it. She pointed out that the <br />house was not in conformity with the Happy Valley guidelines to maintain the existing <br />semi-rural character of the azea. She encouraged diversity in the landscape design and <br />recommended that the visual prominence of the house be minimized. <br />Commissioner Kameny expressed concern with the appeazance of the house and commented that <br />the applicant may be willing to continue this item and come back with another design. <br />Commissioner Maas moved to deny Case PDR-356 on the basis of the concerns expressed <br />by the Commission. <br />Commissioner Fox seconded the motion. <br />ROLL CALL VOTE: <br />AYES; Commissioners Fox, Kameny, and Maas. <br />NOES; Commissioner Roberts. <br />ABSTAIN: None. <br />ABSENT: Commissioners Arkin and Sullivan. <br />Resolution No. PC-2004-24 was entered and adopted as motioned. <br />PLANNING COMMISSION MINUTES April 14, 2004 Yage o or i i <br />
