Commissioner Maas asked what the material for the front door would be. Mr. Adams replied <br />that he had not decided yet but that it would probably be glass. He then handed a revised color <br />board to the Commission for its consideration. <br />Chairperson Roberts expressed concern about the glare from the roof and emphasized that the <br />roof would have to be matte. Mr. Adams stated that it would not be a problem. <br />Kevin Close, 871 Sycamore Road, commented that the access to the Golf Course right now is <br />temporary. He inquired where exactly the emergency vehicle access (EVA) would end with the <br />cul-de-sac once the Bypass Road is built. He noted that the road is supposed to be blocked off of <br />Alisal Street. He also asked for clarification if there would be a signage at the end of the Golf <br />Course that the road is a temporary access and would be closed down once the Bypass Road is <br />built. <br />Ms. Nerland replied that Phil Grubstick, City Engineer, would be able to answer Mr. Close's <br />questions when he arrives shortly. <br />Vanessa Kawaihau, 871 Sycamore Road, commented that she liked some of the changes the <br />applicant did to the design, such as removing the door between two garages. She stated that the <br />location of the entry way was confusing but that the palm tree-lined driveway directs one to it. <br />She added that the trees in the landscaping plan softens the overall plan and that 87 trees is a lot, <br />noting that she does not have one tree per 1,000 square feet as she has an open back area for her <br />animals. She inquired if the Adams family would be able to access the reclaimed water when it <br />becomes available when Happy Valley is piped for future reclaimed water for the Golf Course, <br />as this goes well with agricultural use as well as the Golf Course. She noted that she did not see <br />any requirement for the applicant to put pipes in now for when the reclaimed water becomes <br />available. She stated that the design resembles a factory, a dock house, or a mill, depending on <br />where one grew up; otherwise, the materials are rural, and the palm tree-lined driveway would be <br />striking and geometric when viewed with the Golf Course. <br />THE PUBLIC HEARING WAS CLOSED. <br />Chairperson Roberts inquired if any condition was necessary for access to this road. <br />Ms. Eisenwinter replied that it was not necessary as this is a design review proposal. <br />Chairperson Roberts stated that she did not notice any mention of vineyards in the Happy Valley <br />Specific Plan and noted that the Vineyard Avenue Specific Plan requires the use of well water <br />and not City water for the vineyards. She asked if this were the case. Ms. Eisenwinter <br />confirmed that there is no mention of them in the guidelines. <br />Commissioner Roberts asked if there was a well on the property.
