Ms. Eisenwinter noted that the PUD specifies that there should be approximately one tree for <br />every 1,000 squaze feet, and, therefore, there should be approximately 87 trees on site where <br />only 53 are proposed. She proposed that additional trees, such as coast live oaks, be planted on <br />the site. <br />Ms. Eisenwinter advised that the applicant is not supportive of staff's recommendations and <br />would like to keep the plan as is. <br />Ms. Eisenwinter noted that the proposal, as conditioned by staff, would be in substantial <br />compliance with the Happy Valley Specific Plan and the applicable PUD guidelines and, in <br />staff s opinion, would also be consistent with the semi-rural character of the area. She added that <br />the proposal is an acceptable form of architecture in staff's opinion and that the applicant and his <br />family would reside in the house. <br />Commissioner Fox inquired which elevation would be facing the road. Ms. Eisenwinter replied <br />that the north elevation faces the road. She added that the north and west elevations would be <br />visible coming in towards the golf course, and the north and east elevations going back out. <br />Chairperson Roberts inquired if access to the property will have to be through the golf course <br />once the Bypass Road is built or would the property owners be able to exit onto Alisal Street. <br />She commented that the owners should be able to access their house without having to go around <br />because the property is not part of the Golf Course. She further inquired if the six golf course <br />home will use the same road. <br />Ms. Eisenwinter replied that Westbridge Lane is proposed to remain in place and assumed that <br />the property owners, as well as the six golf course homeowners, would continue to use that street <br />to and from their house. She added that there is a possibility that the road would be blocked off <br />at one point. <br />Chairperson Roberts asked if the leech field easement on the property would be removed if the <br />neighboring house eventually hooks up to sewer system. Ms. Eisenwinter stated that the persons <br />planning to purchase the house plan to do a significant remodel and connect to City sewer. <br />Ms. Nerland advised that when the easement comes for review under the minor subdivision <br />application, it would include a provision that the easement can be terminated by the parties with <br />the prior written consent of the City; therefore, if the property connects to the City's sewer <br />system, they can remove the easement. <br />Commissioner Fox inquired if this proposal would also come before the City Council or if only <br />the Planning Commission would consider it. Ms. Eisenwinter replied that this was a design <br />review application and would only come before the Planning Commission, unless the <br />Commission's decision were appealed to the Council. <br />Commissioner Maas inquired if the palm trees along the driveway could be replaced by trees <br />such as flowering pear. Ms. Eisenwinter replied that staff believes that the lined driveway is too <br />formal for the area but that the Commission can find it to be in substantial conformance with the <br />PLANNING COMMISSION MINUTES April 14, 2004 cage ~ or t t <br />
