PDR-356, Ralph Adams <br />Application for design review approval to construct an approximately 4,588-squaze-foot, <br />29-foot high, two-story custom home, two garages measuring approximately <br />1,350 square feet and 21 feet high, an approximately 240-square-foot, 19-foot high, <br />one-story pool cabana guest house, and related site improvements at 1340 Happy Valley <br />Road. Zoning for the property is PUD-SRDR (Planned Unit Development -Semi-Rural <br />Density Residential) District. <br />Ms. Eisenwinter presented the staff report and briefly described the proposal. She stated that in <br />staff s opinion, the proposed house is attractive and well designed, uniquely blending modern <br />and rural design treatments. She noted that the house was not the ranch style typical of the area <br />but resembled a barn or rural out-building complementing the rural character of the Happy <br />Valley area. <br />She indicated that the Happy Valley Specific Plan does not provide specific guidelines regarding <br />acceptable colors, which would be subject to the discretion of the Commission. She pointed out <br />the proposed shades of blue, yellow, and mauve would increase the visual prominence of house <br />rather than blend in with the area. She proposed that the colors be revised to gray, blue gray or <br />earth tone colors. She suggested that more colorful trim colors may be acceptable if the primary <br />color of the house and accessory structures were an earthtone color. Ms. Eisenwinter advised <br />that the applicant had brought to the meeting a different pallet of colors which she has not yet <br />seen. <br />Ms. Eisenwinter recommended that the proposed landscaping be modified to be more consistent <br />with the Happy Valley Specific Plan guidelines. She stated that the palm tree-lined driveway is <br />too formal in staff's opinion and should be replaced by less formal landscaping, including <br />planting a cluster of trees by the entrance, in front of house, and in the vineyard area; and <br />changing the paving material on the driveway to a light colored gravel or concrete. <br />PLANNING COMMISSION MINUTES April 14, 2004 rage ~ or r i <br />
